Description of Project:

  • Strengthening the operational capacity of the Office for Competition and Consumer Protection (OCCP) in the enforcement of competition rules, intensification of works on the creation of institutional basis for consumer protection and improvement of professional skills of the employees for more effective fulfilment of their tasks.
  • The project was successfully concluded in November 2000 with the delivery of the following outputs:
  • Elaboration of a strategy for the development of non-governmental consumer organisations, drafting of legal proposals for the amendment of the current legislation.
  • Study on the concentration level of Polish economy with recommendations for the establishment of a database and an appropriate monitoring system.
  • Comparative study of the competition legislation in the capital and insurance markets between Poland and France, Germany and United Kingdom. Elaboration of recommendations for the administrative co-operation between OCCP and the competent Regulatory and Supervising Authorities of the capital and insurance markets for the effective application of competition rules.
  • Publication of a two-volumes manual with a complete inventory, appropriately commented, of the current consumer protection legislation and important case law in Poland.
  • Software Improvement for the functioning of a consumers accidents monitoring system elaborated under a previous project.
  • Recommendations for improvement of procedures for consumer settlement complaints in the courts of conciliation.
  • Delivery of training seminars on consumer legislation, on procedures for the courts of conciliation and on state aids (90 Judges of the Courts of Conciliation, 20 Municipal Consumer Advocates, 40 Staff of OCCP were trained).
  • Organisation of an international conference in Warsaw on competition and consumer legislation
  • Study visit tours abroad for the staff of OCCP and participation in international seminars
