Description of Project:

The global objective of the project is to support the development of a professional and accountable civil service in Kosovo by improving the capacity of the Department for Civil Service Administration (DCSA).


The specific objective of the project is to support DCSA to formulate, implement and monitor the implementation of policies appropriate for the Kosovo civil service thereby improving the quality of the management of the civil service.


The activities of the project include:

  • Review the personnel policies and procedures for the Kosovo civil service and identify required changes.
  • Review the organisational structure, functions and effectiveness of the DCSA and personnel units in all the ministries and municipalities.
  • Provide specific intensive training of selected DCSA staff in policy formulation and drafting of procedures and in civil service remuneration. A minimum of 20 staff shall undergo this training.
  • Assist the DCSA to develop Administrative instructions to cover the areas of collective bargaining for the civil service and the mobility/re-location of civil servants.
  • Develop a strategy for a basic IT based personnel information system, which can be used by all employing authorities and which can provide data on the civil service.
  • Draft Terms of Reference (ToR) for the 2006 CARDS Annual Programme for Public Administration Reform in line with project fiches.
  • Undertake one workshop attended by all relevant stakeholders, in which PCM techniques will be used to determine the objectives, scope and mandate of the proposed project. The consultant will also be requested to organise monthly workshops to report
