Description of Project:

The overall objective of this contract is to contribute to the reduction of unemployment, the improvement of employment and of the quality of jobs and support social cohesion in B&H through enhanced effectiveness of labour markets.

The specific purposes of this contract are as follows:
• To develop better targeted and more effective active labour market measures and employment programmes in order to combat unemployment and increase employment and labour market attachment;
• To design and implement instruments aiming at activating and enhancing the employability of the unemployed persons and improving attachments to the labour market for all categories of labour market actors.
• To systematically use of options design and assessment as well as their effective cost and benefit implications with the aim of delivering evidence based priority setting in policy development
• To strengthen the capacity of the institutions responsible for employment policy at all levels for programming, planning, designing, implementing and monitoring appropriate and cost effective active employment policy measures.

The project is divided into the following 4 components:

Component 1: Advancing and extending the outreach of current provision of the active Labour market measures and programmes
Component 2: Further upgrading the capacity and institutions of the Employment Services and other key actors in labour market "management" at all levels
Component 3: Effective monitoring, evaluation review and feed back to ensure sustainability.
Component 4: Communication and visibility strategy

Services Provided:

• Reviewing and assessing current provision of the Active Labour Market Measures (ALMMs); Identifying the nature, scope and extent of key supply side obstacles for key groups for use in defining activation measures;
• Establishing a working group for reviewing legislative and non legislative parameters for more advanced and broaden implementation of the ALMMs; Drawing a list of activation measures requiring legislative or regulatory change with the proposed changes in legislation (including bylaws);
• Improving the procedures for the access of the unemployed persons to the ALMMs; Reviewing the procedures and standards for engaging providers to deliver the ALMMs;
• Drafting proposal for improved standards/requirements for the providers of the ALMMs and procedures for their selection and contracting based on consultation with entities/district/cantons employment services and ministries;
• Reviewing and assessing the existing cooperation and communication with the employers;
• Developing training programme for job searching with adequate manual and training materials; Implementing the training needs analyses among the selected employment services personnel;
• Designing the capacity building programmes based on the Training Needs Analysis results; Delivering the capacity building programmes for designing, planning, implementing and monitoring of ALMMs for selected employment services' staff; Implementing the capacity building programme for the employment services' staff in both entities and in Brcko District for better cooperation with the employers;
• Ensuring supervision and monitoring during its pilot implementation
• Assessment of the current situation with regard to monitoring evaluation and review and intelligence systems.
• Design of the institutions and capacities for embedding the functions in the field of labour market management.
• Provision of the materials for the capacity building of the requisite staff and their functions at the appropriate levels
• Design and implementation of the requisite IT, information and intelligence materials and structures to ensure feedback to the planning, economic and budgetary authorities
• Designing the core promotion and communications strategy for the introduction and roll out of activation measures on a case by case or cross B&H basis, depending on costs and impact.
