Description of Project:

The overall objective of this contract is to support reform of the public finance management system of Georgia.
The purpose of this contract is to facilitate the implementation by the GoG of the PFM reform programme, which the EC is assisting with a € 11 Million SPSP.
Specific activities that will be undertaken:
Provide "on demand" technical assistance to Chamber of Control, State Procurement Agency, Ministry of Finance of Georgia and other line ministries and agencies in the following areas:

  • management and oversight of reforms,
  • strategic/performance budgeting,
  • external audit,
  • internal audit,
  • public procurement,
  • revenue management,
  • other capacity building and development activities.
  • Gather the data, documents (Laws, Decrees, Policy Papers, etc) and information regarding PFM sector developments and provide quarterly reports to the EU Delegation;
  • Ensure co-ordination with Donor organisations involved in the PFM reforms;

Services Provided:
  • Technical assistance to the GoG for Public Finance Reform
  • Institutional capacity building
  • Capacity building and capacity development activities for MoF, State Procurement Agency and Chamber of Control staff
  • Visibility events of already conducted capacity building activities in order to increase of the EU support to PFM reforms
