Description of Project:

The overall objective of the Sector Policy Support Programme (SPSP) "Support to Reform of the Energy Sector", of which this contract will be a part is to support the Government of Moldova in the implementation of reforms in its energy sector with a particular focus on supply security, energy efficiency and renewable energy, by providing finance, technical assistance and policy dialogue for priority activities of high relevance for the Moldovan population and development of the energy sector. In the context of implementation of the SPSP "Support to Reform of the Energy Sector" (SPSP Energy), the Contractor will provide advice on the fulfilment of the targets and indicators concerning the reform of the energy sector, as identified in the Policy Matrix attached to the Financing Agreement between the Government of Moldova and the EU.

 

The purposes of this technical assistance project are as follows:

  • Provide support to the updating of Moldova's policy documents on energy and the legal/regulatory framework to implement the sector policy;
  • Provide support to the institutional reform of the energy sector with a particular focus on energy efficiency and renewable energy;
  • Provide support to the promotion of research and development of renewable energy potential in the Republic of Moldova;
  • Provide support to the raising awareness and dissemination of best practices on energy efficiency and renewable energy;
  • Provide support to financial planning and coordination in the energy sector;
  • Provide administrative support to the Steering Committee of the SPSP "Support to Reform of the Energy Sector";
  • Provide capacity building activities

Services Provided:
  • Result 1: Coherent energy policy and the legal framework in line with EU standards and the commitments of the Republic of Moldova under the relevant international agreements.
  • Result 2: Development of institutional framework to promote energy efficiency and renewable energy.
  • Result 3: Promotion of research and development of renewable energy potential.
  • Result 4: Increased public awareness on energy efficiency and renewable energy.
  • Result 5: Timely and targeted management of the funds allocated for the energy sector support and improved monitoring of activities.
  • Result 6: Improved policy coordination, financial planning, budget preparation and implementation in the energy sector.
  • Result 7: Strengthened capacities of the institutions involved in the energy efficiency and renewable energy development, as well as improved conditions for development of private technical capacities servicing the sector.
