Description of Project:

The overall objective of the project of which this contract will be a part is as follows:

To provide the four key beneficiaries with technical assistance for the implementation of e-Government projects enhancing the functionality of Government and public institutions at central and local level to better serve the citizens and businesses.

The purposes of this contract are as follows:

1. Support in implementation of the Registry of Registers and in capacity building of Computer emergency Response team (CERT) Georgia (main counterpart: Data Exchange Agency)
2. Support in producing high quality coordinates by Global Navigation Satellite System (GNSS) -measurements and establishment of a national reference system connected to the European Terrestrial Reference System 1989-ETRS 89 (main counterpart: National Agency for Public Registry).
3. Support in establishing a common Human Resources Management System in Government institutions and promotion thereof in among public entities (main counterpart: Civil Service Bureau).
4. Monitor the implementation of the EU-funded pilot project Local E-governance system (main counterpart: Civil Registry Agency).

Services Provided:

• Assessment and revision of the Action Plan on implementation of the Law on Uniform State Registry of Information ("Registry of Registers").
• Assessment of Training needs for CERT specialists.
• Development of a training program (curriculum, training resources, hand-outs, etc.) for CERT specialists; Performance of Training of Trainers activities; Delivery of one training course for CERT specialists together with trained CERT trainer.
• Establishment of a Vertical Reference System and access to high quality coordinates.
• Development of Transformation formulas for integration of existing data to the new reference system ("Zero-Order Network").
• Completion of Data integration to the new reference system.
• Establishment of the Reference System and connection to the ETRS 89.
• Ensuring of access of survey service providers to high-quality data and reduction of the cost for the measurements.
• Development of HRM System Software and preparation of an implementation plan.
• Development of Training curricula and training materials on HRM software and performance of training.
• Organisation of an awareness campaign about CSB e-activities.
• Monitoring of The implementation of the EU-funded pilot project Local E-governance system, on a monthly basis.
• Provision of recommendations to the grant beneficiary (Civil Registry Agency) and the Contracting Authority, allowing for an optimal use of granted funds.
