Description of Project:

 

The overall objective of this contract is to contribute to a reformed and efficient public administration in Bosnia and Herzegovina, capable of supporting the country's EU integration process by enhancing capacities of the state and entity administrations in the areas of policy development, policy planning, and policy coordination.

 

The purpose of this contract is to to enable the Council of Ministers of Bosnia and Herzegovina. entity governments and the government of the Brcko District to build a system for policy making and policy management in a coherent and harmonised manner, so as to develop modern structures, capacities, and procedures of policy management in their central bodies and in their ministries in line with the "Blueprint of development of central bodies of governments".

 

Results to be achieved:

 

R.l. Completed legal framework including Rules of Procedures and Systematisations ready for adoption by all governments as required for the implementation of the "Blueprint of development of central bodies of governments in Bosnia and Herzegovina".

R.2. Methodology for improved annual work planning and monitoring process developed and implemented by the four governments.

R. 3. Stronger cooperation between the four Secretariats institutionalised with respect to policy planning and coordination, including regular meetings, information sharing, and consultations.

R.4. Methodology prepared for policy development in the Ministries, including impact assessment. The methodology will pay particular attention to introducing Regulatory Impact Assessment (RIA) procedures into the policy development systems in BiH. The methodology will be presented to the four governments for adoption.

R.5. Staff in the Secretariats and -in -the .ministries trained to implement policy planning and monitoring and policy development methodologies, including RIA and impact assessment

Services Provided:

  • Review legal framework to identify gaps
  • Draft legal amendments as required to complete the legal framework
  • Promote adoption by four governments of the necessary legal amendments
  • Draft methodology for annual work planning and monitoring, including role of the Secretariats and the ministries
  • Consult extensively with the Secretariats and other relevant administrative bodies (e.g., DEI, Ministries of Finance) in order to ensure that the proposed methodology is realistic and acceptable
  • Promote adoption of the work planning and monitoring methodology and assist in its implementation
  • Arrange and support regular meetings of the four Secretariats to discuss issues of common interest, including the lega1 framework and methodologies prepared by the project
  • Organise a joint Study Tour for the four Secretariats so that they can learn from a well functioning CoG in an EU Member State
  • Develop regular procedures and activities for implementation of the Memorandum on Mutual Cooperation
  • Develop methodology for policy development, and impact assessment in the ministries
  • Promote adoption of the methodology by the four governments
  • Assist four secretariats and ministries in implementing and using the policy development and impact assessment methodology
  • Provide training and workshops to staff in four Secretariat and in ministries in relation to all aspects of the new system for work planning, monitoring, policy development and stakeholder consultation.
