Description of Project:

This project is entitled “Acquisition of financial management and control services”.
Support services for carrying out the verification of reimbursement claims and on-site verification of projects financed from structural funds specific Priority Axis III SOP.
The overall objective
The overall objective is to provide specialized support necessary administrative efficiency of the verification process and on-site projects funded under Priority Axis III SOP, contributing to the implementation and absorption effective, efficient and transparent use of funds under SOP.
The specific objective
Services for the proper performance of the duties and delegations incumbent IB as the Managing Authority for the Sectoral Operational Programme "Increase of Economic Competitiveness" and to support the activities of the administrative and Screening on-site project funded by the Priority Axis III - ICT for private and public sectors - Sectorial Operational Programme "increase of Economic Competitiveness" (SOP IEC).
The aims in particular to strengthen the administrative capacity of the Directorate OIPSI by supporting the financial management and control, both with qualified staff to provide expertise to the administrative and support activities to complete verification teams responsible for verifying on the spot, as and related logistics to ensure quality checks made.
The aim of verification activities is to regularly monitor the progress of project implementation in accordance with national and community regulations and implementation schedule, reality, legality and regularity of expenditure incurred in implementing the project with the regulations and with those stated in the application.
Results

  • Control activities will result general efficient implementation of projects financed under Priority Axis III SOP through efficient financial management of projects and their overall management, reduction of errors / irregularities in the project.
  • Concrete results to be achieved are: 500 missions spot checks on the beneficiaries; 2,500 claims for reimbursement administrative checked; Reports of expertise / ways, depending on the current needs of DMFC. 

Services Provided:
Activity 1 - Provide financial management services, respectively services on administrative checks expertise of reimbursement requests from beneficiaries;
Activity 2 - Providing service control, service or expertise on the spot verification missions;
To achieve the object of the contract European Profiles S.A will conduct the following activities:
  • Participation in the preparation of site verification mission (control);
  • Preparation of detailed checklists on equipment / applications to be verified in the field, including technical features / functionalities based on the provisions of the technical design and fezebilitate study / analysis needs;
  • Verifying compliance with the provisions of Specification Technical Project;
  • Checking that the winning bid specifications and the provisions of the Technical Project;
  • Visiting the places;
  • Completion of the location / locations to implement detailed checklists on equipment / project applications;
  • Spot checks (control) the procedure OIPSI, preparation checklist on site (control) according to the specific procedure;
  • Analysis of comments received from the beneficiary targeting domain of competence;
  • Making and taking control officer with the OIPSI a designated spot verification report (control);
  • Monitoring the implementation of recommendations made in the final verification report within its jurisdiction, if any;
  • Purchase price reasonableness analysis products / services and making a database of indicative prices;
  • Implementation, operationalization and exploitation support system, the system will be configured by the provider in accordance with procedures and detailed methodology, agreed between the parties, for all functionalities supplier will provide training for staff involved OIPSI;
  • Will provide consultancy respective areas of expertise depending on the current needs of the direction of financial management and control, developing views / reports of expertise in the issues of verification of claims for reimbursement.
