Description of Project:

 

The overall objective of the project is to achieve a more competitive energy market and integration into the Regional Energy Market.

 

The purpose of the project is to strengthen institutional capacities of the Ministry of Economy's Energy Department and the Energy Agency, for developing, monitoring and evaluating the energy sector reforms necessary for alignment with the Energy Acquis and other relevant EU obligations.

This project will comprehend necessary reformation in the institutional capacities in Energy Department (ED) within the Ministry of Economy and the Energy Agency, which will result in better performance in duties and higher quality output of the employees.

 

Also with this project it is planed to strengthen the process of adoption and implementation of EU legislation, as well as changes in the existing legislation which will result in increased alignment with EU Acquis in the Energy Sector and with other acquis covered by the Energy Community Treaty.

 

It is expected that the Project activities will result in better implementation of the Energy Strategy and Strategy for RES which are expected to be adopted by the time this Project starts. In addition, the Project will assist development of an Action Plan for further liberalization of the internal energy market and participation in the regional market; Contribute to the protection of the environment through an improved energy mix by using and stimulating more renewable energy.

 

The project is expected to support the local authorities to develop and implement energy efficiency programmes and provide guidelines for RES investments for private sector.  

Services Provided:

 

(1) To Strengthen the institutional capacity of the Energy Department within the Ministry of Economy
The reorganization of the Energy Department within the Ministry of Economy will result in the Department being able to operate in a more efficient way, as well as providing a higher quality output. Further to this, employees of the Energy Department shall have their skills improved to perform duties that arise from the energy legislation and international obligations on a high quality level.

 

(2) To Increase harmonisation with the acquis under the Energy Community Treaty and the EU energy acquis
The process of legislative alignment is expected to be streamlined under this project, which will result in increased alignment with the acquis under the Energy Community Treaty and the EU energy acquis, better conditions for performing energy activities, a stable legal and regulatory framework and higher potential for investments in the energy sector.

 

(3) Capacity Building to MoE to develop and implement the key strategic documents important for the further development of the energy sector
The MoE will have established procedures and skills to produce plans and implementation reports for achieving the objectives of the key strategic documents: the Energy Development Strategy, the Strategy for RES, the Energy Efficiency Strategy and the Action Plan for further liberalisation of the internal energy market.

(4) To Strengthen the institutional capacity of the Energy Agency in implementing energy efficiency and renewable energy policies
The reorganization of the Energy Agency (EA) will result in the EA being able to perform its duties in a more efficient way, as well as providing a higher quality output. More specifically, EA will improve the collection and processing of energy related statistic data, skills of employees to provide trainings in the area of for energy efficiency and have established procedures for training and licensing of energy auditors.
