Description of Project:

 

The overall objective of the project of which this contract is a part is to improve Public Finance Management and accountability in Lebanon.
The purpose of this contract is to give MoF technical support in term of capacity building in:
1) Sector policy planning and budgeting, aiming at the development of a Medium Term Expenditure Framework and a cash planning for the Education Sector/GDoE in close coordination with the Ministry of Finance,
2) National accounts systems and PFM aggregates in close coordination with the Central Administration for Statistics of Lebanon (CAS). Provision of better PFM and Macro data, with useful indicators to investors and citizens.
3) Development of a Strategic economic and financial management Decision Support Tools. This includes the development of an integrated and comprehensive economic and financial model for the purpose of supporting key MoF decisions.
4) Some improvements in the MoF IT system – short term quick-fixes support measures and the definition of mid and long-term future needs and requirements.

Services Provided:

Component 1 - Sector policy planning and budgeting for the development of a MTEF for the education sector

a) Creation or re-activation of the inter-institutional MoF-MEHE/GDoE working group and animation of meetings with the MoF as the leader of the group

b) With MEHE DG Accounting Department and ESDS (Education Sector Development Secretariat), design and development of the MTEF.

c) Design and implementation of a MEHE/GDoE yearly cash planning prepared on a monthly aggregates updated quarterly for the MEHE/GDoE budget

 

Component 2 - National accounts system and PFM aggregates for CAS

a) Improvement of National accounts and PFM aggregates in line with GFS 2001

b) Signing of MOUs or updating of existing MOUs if any: (i) MoF/CAS, (ii) CDR, BdL, other public bodies such as OGERO, EdL and municipalities through Ministry of Interior, Ministry of Economy and Trade The MoU’s will be built based on an assessment of MoF needs for data from targeted stakeholder, as well as the frequency and format of data needed.

c) MoF/CAS follow up on the implementation of the MoUs and suggest refinements in light of the outcome

 

Component 3 - Development of strategic economic and financial management decision support tools

a) Implement a survey among middle and upper management to identify their needs in terms of reporting and input to policy analysis relevant to their departments. Based on the survey the different variables/data fields will be identified and will be used in designing the dashboards

b) To design a multi-level dashboard for MoF senior and middle managers and a data exchange facility for outside stakeholders defined as per the objectives of R1 and R2 based on existing IT modules and MoF data

 

Component 4 - Some improvements to the MoF IT modules - as short term quick-fix support measures and the definition of mid and long-term future needs and requirements

a) Implementation of software quick fixes to MoF IT modules (analyzing and recommending the required quick-fixes, including processes, data, reporting, and interfaces to existing IT modules such as Budget Preparation, Cash Management, Cashier, Fiscal Performance, Treasury, Accounting, Debt Management, VAT, Income Tax, Stamps, Inheritance, allocations, transfers, commitments, contracts and procurements, treasury advances, cash management, revenues, expenditures, debt, budget execution), based on previous assessment reports and necessary for the implementation of a dashboard and a statistical macro-economic model (MoF MTEF), and the development and implementation of a new Stamps Management Module for the MoF.

b) Review of the MoF website application codes security for on-line services

c) Design a MoF/CAS interface to exchange PFM and macro-economic data in support of R2 and R3 data exchange needs

 

Component 5 - Training and workshops

a) Training of MoF users on the introduced and required improvements and on the overall management of the new methods, techniques, automated support tools introduced under the project.

b) Workshops held at regular periodicity with CAS, BdL and MoF “core teams” (Ref. to TCC) on thematic reports envisaged to present the outcomes newly validated to all actors and contributors of the economy.

 

Component 6 - Project Visibility and Outreach Campaign

a) A systematic outreach and public relations campaign is designed, proposed, agreed, and implemented in a close coordination with the MoF
