Description of Project:

 

The project “Implementing New Operational Model Archiepiscopate of Athens”, is structured in three (3) different Acts:


Act 1 “IMPLEMENTATION OF E-GOVERNMENT IN KEY AREAS OF ECCLESIASTICAL GOVERNMENT”, aims at creating an environment and e-Government services, covering all the operations of the Church (pastoral and charitable work, providing services to citizens , property management of ecclesiastical property, etc.).
This act aims to implement two main interventions namely:
Intervention 1: E-government (
Intervention 2: Application Development of Management Ecclesiastical Property


Act 2 “ELECTRONIC PLATFORM ORGANIZATION OF VOLUNTEERS AND COORDINATION OF WELFARE WORK OF THE CHURCH”, aims at exploiting ICT to strengthen volunteering and social welfare services.
This act aims to implement two main interventions namely:
Intervention 1: establishment of a modern Telematic Support Center
Intervention 2: development and customization Platform of Organization and Coordination of Volunteer and Welfare Work


Act 3 “PROMOTION OF CULTURAL HERITAGE AND ECCLESIASTICAL DEVELOPMENT OF RELIGIOUS TOURISM”, aims to highlight the ecclesiastical cultural heritage and religious tourism.
This act aims to implement three main interventions namely:
Intervention 1: Planning, design and implementation of digital experiential museum and production of the necessary digital experiential content ( scripts visits )
Intervention 2: Development and customization of online virtual museum platform
Intervention 3: Development and customization of digital platform for management religious destinations r-DMS.

The Archdiocese of Athens ( IAA ) is launching, through the integration of those operations described in the OP "Digital Convergence" , a series of critical interventions to the Church of Greece to move into the digital era , namely:
• creating an environment and eGovernment services covering all the functions of the Church (pastoral and charitable work , providing services to citizens , property management of church, administrative functions, etc. )
• the use of ICT to enhance volunteering and social services
• the appointment of the ecclesiastical cultural heritage and religious tourism.

The implementation of these interventions is a strategic goal for the IAA as it contributes to the fulfillment of the fundamental objectives in particular:
• enhancing social and humanitarian work of the Church
• continuous and multilevel support the vulnerable groups of our society
• emergence of the ecclesiastical cultural heritage
• improvement the operations of the Church and of the provided service to citizens.

 

Project Objectives
• eGovernment applications in key areas of Ecclesiastical Administration,
• volunteering organization and coordination of the welfare work of Church Organizations ,
• emergence of ecclesiastical cultural heritage and strengthening of religious tourism.
Specifically , this project aims to:
 to best fit the application that will be implemented under the three Acts, the operating procedures of the ecclesiastical institutions involved ,
 the appropriate adjustment of the structures and processes of the involved institutions , in order to optimize the perceived added value from the use of infrastructure and services and the overall modernization program ,
 the optimal use of applications that will be implemented under the three Acts and infrastructure digitization after the completion of the overall modernization program ,
 to create the right conditions so that the overall modernization program to exploited by the greatest possible number of ecclesiastical legal entities. 

Services Provided:

  • Mapping existing processes of IAA, selected Dioceses and Parishes and EKYO (Church Central Finance Office)

  • Process modeling of IAA, selected Dioceses and Parishes and EKYO

  • Process Modeling using standard computer tool

  • Draft  Quality Manual in the areas " Property Management " and " Technical Services "

  • Exploration of  capabilities for operational interface with third parties

  • Institutional framework reform in the area of property management , including related structures and procedures

  • Study of best management of selected recoverable property

  • Provision of Support to the implementation of new processes and operational changes - Quarterly Progress Reports

  • Study of Business Organisation and Management of Volunteering

  • Fieldwork for the categorization of potential beneficiaries and prioritizing their needs

  • Development Study Unit Spares Outreach ( AMKP )

  • Development of  Methodology for the Measurement of Efficiency of welfare services providers and Effectiveness of the implemented programs

  • Draft Procedures Manual for the development , evaluation , selection and management of cultural content

  • Methodology certification / confirmation of characteristics and level of services provided by local businesses and organizations

  • Study for attracting expatriates and foreign co-religionists

  • Proposal of methodology and tools to assess project impacts on local communities

  • Operational Model Design and Operation DMO

  • Quarterly Reports Report of onsite services provided to support the new Business Model Operation

  • Monthly Progress Reports
