Description of Project:

The Overall Programme is aimed at improving implementation readiness of the Second Social Safety Net Modernization Project (SSNMP II), strengthening the capacity of the Ministry of Social Policy of Ukraine (MOSPU) to transform residential care, and strengthening the capacity of two selected oblasts (“Pilot Oblasts”) during the transformation process.

 

The Second Social Safety Net Modernization Project (SSNMP II) includes the provision of technical assistance to the MOSPU and selected oblasts for the development of tools, guidelines and draft regulations, necessary for the preparation of action plans for modernizing the system of social services for children with disabilities, transforming residential care for such children, preventing children from being placed into residential care, and creating adequate conditions for the development of alternative family-based care. In addition, training shall be provided to employees of state administrations and local bodies as well as residential institutions management in two selected oblasts.

 

The objectives of the current contract include the development of action plan for transforming residential care for children with disabilities ("Disabled Children”) in Zhytomyr Oblast, creation of adequate conditions for the development of alternative family-based care, and modernization of the system of social services.

 

The project includes analysis of the situation of Disabled Children and their needs in all administrative and territorial units of the Pilot Oblast (Zhytomyr Oblast), including those being in residential institutions;

 

The project also includes the following activities:

  • Execution of comprehensive assessment of residential institutions for their de-institutionalization;
  • Development of the action plan for transforming residential care for disabled children, which shall be supported by financial and economic analysis on their efficiency; 
  • Determination of pilot project performance indicators and their submission to the MOSPU for approval;
  • Preparation of draft regulations and/or amendments to applicable regulations for transformation and/or conversion of residential care for disabled children;
  • Identification and description of main risks of transformation and/or conversion of residential care for disabled children;
  • Conduction of 2 seminars for central and regional social security agencies;  

Services Provided:

  • Analysis of the situation of Disabled Children and their needs in all administrative and territorial units of the Pilot Oblast.The situation analysis shall include:1) assessment of current needs of Disabled Children in residential institutions, determining problems and challenges in the system of social services for such children and identifying residential institutions with the worst quality of life of Disabled Children; 2) analysis of resources provision in order to identify resources, which can be used in the system of social services for Disabled Children; 3) identification of social services, which are actually provided to families with Disabled Children by local social security agencies, public institutions and organizations, and community-based/non-governmental organizations; 4) recommendations for transforming residential care.
  • Comprehensive assessment of residential institutions for their de-institutionalization.The analysis shall include: 1) analysis of children living in residential care (based on age, sex, health and possibilities of rehabilitation, place of residence, siblings, frequency and character of contacts with family members, history of staying in other institutions) and dynamics in a residential institution (number of new admissions during the last year, reasons for placements, number of children who left the institution during the last year, average duration of stay in the institution, next place of residence); 2) comprehensive individual assessment of real possibility of removing each child from a residential institution and further planning of alternative care; 3) assessment of staff readiness for transformation or closure of residential institution under question and recommendations for overcoming (reducing) possible resistance; 4) assessment of buildings (premises) and communications networks of residential institutions and evaluation of the need for repairing these buildings (premises) in case of preservation and/or conversion of residential institutions aimed at modernization of the system of social (rehabilitation) services for Disabled Children and families with Disabled Children; 5) assessment of available technical resources and need for such resources in case of preservation and/or conversion of residential institutions aimed at modernization of the system of social (rehabilitation) services for Disabled Children and families with Disabled Children.
  • Development of the action plan for transforming residential care. The action plan shall include but not limited to the following activities:1) development and implementation of family reintegration programs for Disabled Children through individual work with children and their families; 2) development of professional competence and self-education skills of teachers working in residential care in case of preservation and/or conversion of such residential institutions aimed at modernization of the system of social services for Disabled Children and families with Disabled Children; 3) promotion of public awareness about the modernization of the system of social (rehabilitation) services for Disabled Children and families with Disabled Children.
  • Determination of performance indicators and their submission to the MOSPU for approval under the pilot project aimed at the modernization of the system of social services for families with Disabled Children, including residential care transformation. Development of methodology for data collection and determine the frequency of collection.
  • Preparation of draft regulations and/or amendments to applicable regulations for transformation and/or conversion of residential care for Disabled Children, and for implementation of pilot project aimed at transformation of residential care for Disabled Children in Zhytomyr Oblast.
  • Conducting 2 seminars for central and regional social security agencies, social partners, mass media regarding residential care transformation and/or conversion and modernization of the system of social services for families with Disabled Children.
  • Arrangement of round-table meeting to be held inthe MOSPU in order to discuss Pilot Project deliverables and follow-up activities for modernization of the system of social services for Disabled Children and families with Disabled Children, including residential care transformation.
  • Timely technical assistance and methodological support to regional and local executive bodies and local authorities for the implementation of the Grant in the Pilot Oblast, ensuring that Consultant’s representative is always present in the Pilot Oblast.
