Description of Project: |
The project aims to support the development of social policies are fair, feasible and effective in order to increase the quality of life of the people with disabilities.
The project aims to support MMFPSPV to achieve a more effective protection of the persons with disabilities through better assessment of handicap and better information about people with disabilities.
The project has the following components:
Component 1: Strengthening the capacity to elaborate and implement the harmonized criteria for the assessment of disability and of the unified institutional structure
Component 2: The implementation in 3 - 4 counties of the pilot-model service delivery that is using the harmonized criteria for the assessment of disability/ the unified institutional framework.
The criteria, the procedures and the tools of the assessment of the handicap / disability should be more efficient, should be based on the social model of disability and include:

Medical and functional harmonization;

Unified institutional structure;
-
Complex assessment;
-
The development of the quality policy development and of the information management;
-
Guidelines in accordance with the international standards of good practice in assessing the work capacity / functional capacity, rehabilitation needs, vocational and training assessment, support needs etc.
The services delivery will be improved by:

The reference in the sense that everyone will benefit, based on the assessment, of the services they need;

Ensuring of the monitoring of the access to services;

Reviewing the organization of specialized services (care, rehabilitation, training, assistive devices etc.), provided by different entities involved (Health Insurance House, the public and private providers of social services etc.), in order to meet the identified needs due to the assessment.

Services Provided:

Provision of assistance to Ministry of Labor, Family, Social Protection and Elderly Persons (MMFPSPV) for assessment of the current system of invalidity pensions and disability allowances.

Analysis of the assessment and classification degree of disability system and analysis of the system for granting invalidity pension (including the system for the expertise of work capacity); Organization of a workshop on the social approach of disabilities.

Analysis of the protection system for persons with disabilities (including the assessment system), system for granting invalidity pension (including the system for the expertise of work capacity), as well as others types of pensions granted as a result of the disability certificate. Good practice examples from EU countries will be identified and commented. Organization of a workshop on the services provided for the person with disabilities; Presentation of 2 proposals regarding the improvement of the disability/invalidity assessment system.

Provision of assistance to MMFPSPV for elaboration of a proposal regarding the assessment harmonized criteria (medical and functional), description of activity processes necessary to implement the criteria and application guide associated and the elaboration of the proposal for the unified structure.

Proposal for harmonized assessment criteria from a medical and functional point of view. The proposal will be presented in 2 separate chapters: (i) medical criteria and (ii) functional criteria. Organisation of a seminar focused on the reforms in EU countries in the area of policies regarding disability.

Proposal for the application guide, including instruments, procedures and working methodologies; Proposal for the unified institutional structure that will apply the assessment criteria sets.

Proposal regarding the improvement of the elaboration and the application of the rehabilitation and social reinsertion customized plans.

Organization of study visit in EU member state for persons from the resource group/working group established at MMFPSPV level.

Training of personnel of the working group on behalf of the beneficiary (resource persons).

Recommendations for improving the National Electronic Register of persons with disabilities (RENPH)
-
Provision of assistance to MMFPSPV for organization of workshops and training at local level for the preparation and implementation of the pilot-projects.

Organizing regular consultations with stakeholders throughout the pilot –project
-
On site training of the staff to be involved in the implementation of the pilot-project.

Provision of assistance to MMFPSPV for implementation in 8 counties of pilot-projects aimed at testing the new assessment criteria and instruments and the reviewed rehabilitation and social integration customized plans

Preparation of implementation plan for carrying out the pilot-projects in the selected regions/counties. Establishing a representative quota sample to enable the validation of the proposed instruments, for the Romanian population. Recommendation for the necessary equipments and software for piloting purposes.

Operationalization of the proposals for applying the harmonized assessment/ expertise criteria disability and invalidity, based on the concept of the proposed assessment institutional building

Development and realization of a plan for monitoring and assessment of the piloting

Provision of operational, logistical and technical support during the piloting

Reporting to MMFPSPV-DPPD regarding the progress of the pilot projects
