Description of Project:

 

The Association Agreement (AA), signed on 22 April 2002 between the European Community and Algeria, which came into force on 1 September 2005, provides the legal framework governing relations between the two parties in political, economic, commercial, social and cultural areas.

In December 2011, Algeria has confirmed its willingness to accede to the European Neighbourhood Policy (ENP) and to reach the conclusion of an action plan with the EU. This action plan, which should focus on the cooperation between the EU and Algeria on a limited number of areas and objectives jointly identified, is currently under negotiation. In this context, the EU finances since 2007 a Programme to support the implementation of the Association Agreement (P3A). This programme is designed to support the Algerian government and all institutions contributing to the implementation of the AA, bringing to them the expertise and tools necessary to achieve the objectives of the Agreement.
Phase 1 (P3AI), with a budget of 10 million euros and primarily targeting the economic and commercial aspects of the AA, has been implemented over the period 2008-2012.
Phase 2 (P3AII), with an EU contribution of € 29 million, was launched in March 2011 for an initial term of four years. This period was extended by twelve months in August 2013 by an amendment to the financing agreement. This program extends cooperation to new areas such as agriculture, justice, civil aviation and the management of public finances for which specific support of € 5 million was granted.

 

The overall objective of the Project is to carry out the assessment phases I and II of the Support Programme for the Association Agreement (P3A I and II).

 

The specific objectives of the project are the following:

  1. A brief final evaluation of P3AI ;
  2. A mid -term review to assess the design of the P3AII program , its relevance, effectiveness and efficiency , and provide an assessment of the viability of this approach, its visibility and corrections to be made;
  3. An evaluation to assess the management of the program by the various stakeholders (Ministry of Foreign Affairs, Ministry of Trade , Project Management Unit (PMU) and the EC Delegation in Algeria), the procedures manuals, the twinning management and twinning Resident Advisors (TRA), the financial and administrative management, the management of human resources, the archiving and monitoring system of projects within the PMU, the capacity of the PMU to promote the program instruments (twinning), TAIEX and SIGMA. 
  4. Identify the needs of the PMU to strengthen its capacity to manage and P3AII and the future P3AIII.

Services Provided:

  • Final evaluation of P3AI and a mid-term Evaluation of P3AII
  • Provision of improvements and adjustments in the implementation phase of the project, and especially P3AII, in order to improve the implementation and results of the next phase of the program (P3AIII).
  • Analytical verification, analysis and assessment of the points contained in Annex IV "Presentation and structure” of the final report. These points refer to the five criteria adopted by the OECD-DAC (relevance, effectiveness, efficiency, sustainability and impact) and specific evaluation criteria of the EU (EU added value and coherence).
  • Verify, analysis and assessment of the impact of cross-cutting issues on the project and how they are taken into account. These issues relate to environmental aspects, integration of gender issues, governance and coordination with other projects or similar or complementary activities.
  • Review of all relevant factors and to bring to the attention of the Algerian authorities concerned and the European Commission.
  • Assessment of the performance of the program and its components in relation to their objectives and the formulation of recommendations for improving program performance.
  • Recommendations for capacity building of program management and successor projects, mainly within the PMU.
