The overall objectiveof the project of which this contract will be a part is to enhance the competitiveness of Serbian economy through the strengthening of private sector and its performance. The project specific objective is to increase the productivity and competitiveness of Serbian SMEs, their internationalisation and capacity to innovate, by creating a more favourable environment, promotion of e-business in order to strengthen the efficiency, quality and accessibility of products and services as well as cutting costs and administrative procedures. The purposes of this contract are as follows:
The project is divided in 3 components: Component 1: Institutional Capacity Strengthening This horizontal component lays the foundation for the following components 2 & 3. In particular, it aims to improve the legal and regulatory framework in Serbia. It will also be instrumental to activate the governance improvement by training civil servants as well as by reinforcing the capacity ofpa11icularly focused units in ministries. Component 2: E-commerce development This vertical component is focused on igniting the e-commerce environment in Serbia. It aims to improve the SMEs awareness and readiness to e-commerce and support directly a number of SMEs having such a project. It also focuses on improving the population readiness for using e commerce (as e-consumers as well as a source of additional revenue). Component 3: G2B & e-Invoicing support The second vertical component of the project aims to prepare the ground for an e-inv01cmg system enabled by the future deployment of G2B service bus |

Services Provided:

Report on socio-economic impact on e-Commerce in Serbia (including detailed recommendations how to improve it); Preparation of TNA and ToT plan for the key project beneficiaries and institutional stakeholders (ministries, police, customs, consumer organisations) and their implementation; Trainings/ Workshops for representatives of the government, business associations, consumers' protection representatives, judge and prosecutors; Support of E-commerce unit in MTT through the preparation of its organisational structure, job profiles, work plan, coaching, on the job training; Establishment of monitoring system through an efficient coordination mechanism involving all relevant authorities; Organisation of study visits in a EU country for 8-10 employees (e-commerce EU best practice); Deployment of E-commerce intelligence method and system.
