Description of Project:
|
The overall objective is to contribute to the further energy reforms in Montenegro in order to comply with obligations from the energy acquis. It will develop and enforce relevant regulatory framework in order to increase sustainable energy use, with focus on transport sector.
The project develops studies analyzing and defining potential for use of renewable energy sources and energy efficiency measures in transport sector, finalized legislation and regulatory framework for sustainable energy use in transport, an action plan defining measures and projects to be realized in order to help development of use of renewable energy sources and energy efficiency measures in transport sector, improved monitoring of production of biofuels and use of energy in transport sector in accordance with EU energy policy and implementation of top priority measures.
Additionally, it will develop a study defining economic and strategic solutions for fulfilling the obligation of 90-day crude-oil reserves, a study defining the potential and examples of use of high-efficient cogeneration, action plan for development of use of high-efficient cogeneration and advising on changes in EU energy policy in order to increase sustainability and security of overall energy sector in Montenegro.
Finally, it provides targeted capacity building and training for governmental staff on national and local level and awareness raising campaign in order to EU energy policy and good practice, as well as explain current situation in Montenegro and benefits and opportunities Montenegro can have through development of sustainable energy sector.

Provision of Technical Assistance for the implementation of top priority measures.

Conducted compliance audit in the Energy Efficient Department of the Ministry of Economy in viewof developing a strategic and legal framework for the transposition of EU Directive 2009/119/EC on emergency oil stocks –Provided policy advice onEmergency oil stockholding, which should not be viewed as a cost but rather as a long-term investment for Montenegro. The main impetus for establishing Montenegro’s emergency stockholding system is of course to meet the objectives of the Directive 2009/119/EC, both in terms of its own security of oil supply and taking serious step towards EU membership.

Provision of recommendations to the Energy Efficiency Dept of MoE, aiming to build capacity for ensuring safeguard compliance for future civil works programs to be undertaken by the MoE in the Environment sector (preventive measures in dealing with CO2 emissions etc)

Review existing data collection in transport system and statistical monitoring and make operational reporting system for energy consumption in transport sector

Assessing the potential of high efficiency cogeneration use in Montenegro assessed and action plan for development and use of district heating and/or cooling and high-efficiency cogeneration.

Design and delivery of trainings and information to national administration including administrative workers from relevant ministries, governmental bodies and local governments.
