The project concerns consulting services to the Municipality of Lamia for the developing, submission and monitoring of a Sustainable Energy Action Plan (SEAP). This action plan, approved by the municipal council, outlines the activities and measures foreseen in order to fulfill the municipal commitments for energy reduction by 2020, with corresponding time frames and assigned responsibilities. The overall objective of the current contract is further refined in its specific purpose as follows: a) Assist the Municipality to analyse the current status, in terms of energy use and associated CO 2 emissions, by collecting and processing of quantitative data, the establishment of indicators, and the gathering of qualitative information in order to establish a CO2 baseline emission inventory (BEI), which is a key commitment of the Municipality to the Covenant of Mayors (cooperation movement involving local and regional authorities). b) Definition of concrete reduction measures. c) Identification of available financial resources. d) Technical and financial study of the interventions. Development and submission of the Sustainable Energy Action Plan (SEAP). e) Submission of implementation reports for evaluation, monitoring (MEI: monitoring emission inventory) and verification purposes. |
