Description of Project:

 

The overall objective of the project is to increase the employability of disadvantaged persons, facilitate their access to labour market and increase their access to public employment services especially in order to reduce the intergenerational transmission of poverty by supporting achievement of students coming from groups in poverty or at risk of poverty.
 

The purposes of this contract are as follows:

  • To increase the cooperation between DG CHI, universities and other institutions dealing with employment and social inclusion policies to be able to deliver better services to disadvantaged higher education students,
  • To facilitate the access of disadvantaged students to labour market,
  • To reinforce the capacity of DG CHI regarding the service provided to disadvantaged students,
  • To increase the awareness of university students on the opportunities provided by the EU and Turkish institutions regarding employment and transition from school to work 

    Under this project, specific results will lead to:
  • Eased the smooth transition from school to work by the disadvantaged students in higher education.
  • Increased employability of disadvantaged higher education students.
  • Improved effectiveness of guidance and counselling activities for higher education students.
  • Reinforced capacity of DG CHI for providing better quality services to disadvantaged students in collaboration with universities and relevant institutions.

The main component of the operation is the institutional capacity building component which aims at increasing the capacity of Operation Beneficiary and relevant institutions to provide better services to the target group.

  • Another component of the operation is the guidance and counselling component which aims at easing transition from school to work of the young people.

Services Provided:

 

  • Organization of a workshop in Ankara. The aim of this organization is to create cooperation among stakeholders on how to increase students’ knowledge and awareness about the programmes offered by the EU and the opportunities of the Turkish institutions.

  • Conducting needs analysis which will identify the demands & expectations of the disadvantaged students, public & private sectors opportunities and other relevant issues making their transition easier from school to work.

  • Capacity building programme covered 3 different training modules, based on the needs analysis.

  • Organization of Regional Workshops for Student Information System. These workshops aim to improve the utilisation of the existing system, to establish a common understanding on the importance of complete and regular data entry; to stress the collaboration between the DG CHI staff and users of the system in the universities and to enhance the horizontal cooperation among actors.

  • Developing Service Quality Standards and Checklists for the use of DG CHI to ensure more efficient and qualified services and to meet students’ expectations and needs. The checklists will be developed in consultation with the DG CHI. The “Service Quality Standards” will help to establish the coherence among services and to improve their quality. The quality standards will address the following indicative issues:
  • Improved communication skills with disadvantaged students,
  • Increased quality of psychosocial services delivered to the disadvantaged students,
  • Enhanced employability of students benefiting from the DG CHI services,
  • Improved quality of the services offered to the students including the key control activities, such as calls, evaluation, award, payment accounting, debts, and reimbursements services and
  • Checklist and manual for all procedures including accommodation, scholarship and credit applications and awards.

 

  • Study Visits to the EU Member States aim to monitor best practices in the EU to draw lessons on various implementation practices. Examining how the services are delivered in the institutions to be selected as best practices will enhance the staff capacity to provide better services for the target groups as well as to develop their visions. Analysis of practices in the EU Member States with regards to transition from school to work and eliminating the barriers for the entrance into the labour market will expand the vision of the institutions.
  • Trainings for Social Workers /Psychologists of DG CHI hostels and Vocational Counsellors from İŞKUR. The aim is to strengthen cooperation between DG CHI and İŞKUR and also communication between disadvantaged students of higher education and both institutions. To increase the knowledge level of the staff on the programmes provided by the EU (such as Lifelong Learning and Youth in Action programmes) and the employment opportunities and public employment services provided by the Turkish institutions is the aim of the activity.
  • Organization of Information Meetings. The objective is to increase the awareness of higher education students’ on the opportunities offered by the Turkish and EU institutions such as job counselling services of İŞKUR; programmes on Lifelong Learning, Youth in Action, Entrepreneur Support, Innovation and Industrial Application Support etc.
  • Web site and Visibility Materials. This web site proves  interactive tools, social media links. It is used to create a link between the students and the Beneficiary. Brochures, visibility kits and posters were designed and distributed during the whole implementation of the project.
