Description of Project:

The purpose of this project is the provision of technical assistance to manage and implement the Women Breakthrough Project (WBP). The overall objective of the WBP is the enhancement of women’s empowerment and gender equality in Ethiopia.
The specific objectives of the WBP are: 1) to improve skills of women willing to launch or build-up a small business and 2) to facilitate women’s business start-ups and market linkages.
The Contractor is mainly expected to provide technical expertise for the achievement of the following result foreseen under the WBP: Women’s entrepreneurship and vocational skills in the target regions improved (result 1).
The purposes of this contract are as follows: 1. To increase the cooperation between DG CHI, universities and other institutions dealing with employment and social inclusion policies to be able to deliver better services to disadvantaged higher education students, 2. To facilitate the access of disadvantaged students to labour market, 3. To reinforce the capacity of DG CHI regarding the service provided to disadvantaged students, 4. To increase the awareness of university students on the opportunities provided by the EU and Turkish institutions regarding employment and transition from school to work Under this project, specific results will lead to: 5. Eased the smooth transition from school to work by the disadvantaged students in higher education. 6. Increased employability of disadvantaged higher education students. 7. Improved effectiveness of guidance and counselling activities for higher education students. 8. Reinforced capacity of DG CHI for providing better quality services to disadvantaged students in collaboration with universities and relevant institutions.
The main component of the operation is the institutional capacity building component which aims at increasing the capacity of Operation Beneficiary and relevant institutions to provide better services to the target group. Another component of the operation is the guidance and counselling component which aims at easing transition from school to work of the young people. |

Services Provided:

Component 1: Provision of technical assistance to the Ministry (MoWA) linked to the WBP implementation: • Support the IA/IAO in the selection of intermediary grant maker responsible for the implementation of the Grant component of the project and in monitoring the grant contract with the said grant maker; • Setup and support implementation of a monitoring system for the project; • Assist in administrative, preparatory and ancillary tasks relating to preparation of Programme Estimates, planning, monitoring and reporting on project components, procurement and financial management. • Assist in ensuring that visibility and communication activities of the project meet EU guidelines requirements.
• Assist the selection process of potential trainees of each region, following a clear and transparent process for the selection of 3000 beneficiaries • Map BDS/ entrepreneurship training local service providers • Map TVET service providers (including public, private, formal and informal), courses and curriculum in the areas and sectors where the programmes will be operating. • Review existing training courses and resources in the areas and sectors where the programmes will be operating and where gaps exist, put in place remedial strategy. • Develop a project training strategy and training plans • Support the actual delivery of the trainings (direct training interventions) including firstly, "BDS/ Entrepreneurship trainings" and in a second stage the delivery of "Technical and Vocational skills trainings". • The TA will take care of the approval of the material, course design & plans, monitoring and evaluation of the training provisions and of the assessment of the beneficiaries. |
