Description of Project:

The overall objective of the project of which this Contract will be a part of is to strengthen the capacity of governmental institutions for EU accession process.

 

The specific purpose of this project is to strengthen the capacity and accountability of the Ministry of European Integration (MEI) and other stakeholders for overall coordination of the EU accession process, with the specific focus on accession negotiations and management of IPA II funds.

 

Results to be achieved

The following results shall be achieved by the Contractor:

- Result area 1: Support to coordinating and managing the EU integration process

- Result area 2: Technical support end expertise to the relevant structures in the MEI and other stakeholders

Services Provided:

Activities to Result 1: Support to coordinating and managing the EU integration process

1.1 Capacities for effective and efficient coordination of EU integration process strengthened, including through trainings, workshops, study visits, etc; including:

- Trainings and seminars with specific focus on increasing the effectiveness and efficiency of the relevant structures in the MEI, including team building;

- Advanced professional education of persons working on IPA (specialised course / trainings);

- Study visits

 

1.2 Support to development of national version of the acquis provided, through translation of legal acts and other relevant documents

 

1.3 Visibility of the Montenegro’s efforts toward achieving EU standards and fulfilling the EU accession requirements improved, with increased awareness of specific target groups but also general public, in line with and as an addition to the Strategy for Informing the Public about Montenegro’s Accession to the European Union 2014-2018

 

Activities to Result 2: Technical (content-oriented) support end expertise to the relevant structures in the MEI and other stakeholders

2.1 Strengthened capacities of the structures involved in the EU integration process to respond to demands of the negotiation process as well as to post-accession responsibilities; including:

- Support to development/updating/implementation of the key strategic documents;

- Specific expert support addressing the benchmarks for negotiation chapters, and transferring the knowledge to the key stakeholders, as well as expert support to other emerging needs for the specific chapters, with special focus on chapters 23 and 24;

- Definition of fiscal implication of the negotiation process as well as economic impact of the EU accession for the country.

 

2.2. Strengthened capacities for coordination of alignment of national legislation with the EU acquis, including mechanisms for its monitoring and reporting; including:

- Support to the alignment process in some areas of the EU acquis and preparation of Montenegrin version of the EU acquis;

- Support to development of the legal and other documents (e.g. manual) for alignment of the national legislation with the EU acquis and organisation of relevant trainings, both on alignment with the acquis and on preparation of the national version of the EU acquis;

 

2.3. Strengthened capacities of the structures dealing with IPA II management, with an emphasis on programming, implementation, monitoring and evaluation, with gradual preparation for structural and cohesion funds; including:

- Support to both MEI and other stakeholders in programming, implementation, monitoring, reporting and evaluation of IPA II, with specific focus on mid-term review, including through organisation of workshops;

- Organisation of coaching on IPA II;

- Organisation of coaching on cohesion and structural funds;

- Development of train the trainers programme for the NIPAC Office and its pilot implementation;

- Review and development of legislative framework for EU cohesion policy and identification of the institutional framework.
