Description of Project:

 

The purpose of this project is the project is “to improve and enhance the structure and performance of the TVET system and TVET delivery in Egypt to better respond to the new socio-economic needs, in particular, youth employability and increased competitiveness in the context of the country’s current and future development”.

 

The specific objectives of the project are:

- The results of the studies for the identification of skills, occupational requirements and gaps in selected pilot sectors are used for the development / adjustment of skills programmes to meet the labour market and to contribute to the employment of youth and workers;
 

- Career guidance and counselling services are developed and operational in the TVET institutions active in the programmes developed in Result 2 and provide a reference for a wider implementation in the TVET system;
 

- A national structure is responsible for the labour market studies and the process of development of a LMIS is initiated. Equipment / software specific for employability process are identified and available.

 

The main results to be achieved are:

 

- Result 1: Training programs are developed/ adjusted based on the competencies, occupational requirements and gaps in selected pilot sectors and embedded into TVET institutions in order to contribute to the employment of youth and fresh graduates.
 

- Result 2: Transition to Employment Units are institutionalized and well-structured within Ministry of Education and Technical Education; Units’ staff are well trained on providing training for students and TVET graduates and actively participating in relevant capacity building, employment, career guidance and  labour market data collection activities.
 

- Result 3: Career guidance and counselling strategy, implementation plan and tools are developed and services are provided to potential candidates/individuals at schools, training centres and public employment offices; career guidance tools shall also be included in the labour market information portal (see result 4) for different groups of beneficiaries to benefit from.
 

- Result 4: Career paths for different occupations in different economic sectors are developed and integrated into the Labour Market Information System for easy access to educational and training requirements, wages, nature of work and promotion opportunities and its prerequisites.  
 

- Result 5: A national structure is responsible for a fully functioning, institutionally structured and well known labour market information system capable of mapping the entire set of interlinked  institutions and processes that determine the flows of job opportunities and labour supply and demand for all sectors all over Egypt is established.
 

- Result 6: A model/structure is addressing the social and economic needs, and areas of investment on governorates level; Manual and procedures are prepared; the model is piloted and supported in up to (3) three key industrial governorates; the pilot is assessed and rolled out in selected governorates.

Services Provided:

 

COMPONENT 1: SKILLS DEVELOPMENT
1.1 Updating/developing new training packages based on the competencies and occupational requirements; piloting the updated/developed training packages in TVET institutions.
1.2. Supporting the operation of Transition to Employment Units at the ministry, governorate and school levels, building the capacities of the units’ staff, reviewing the units’ mandates and structure and addressing their sustainability issues.

COMPONENT 2: CAREER GUIDANCE AND COUNSELLING
2.1: Developing and piloting a national career guidance system based on the international best practices and adoptable to the Egyptian TVET system and environment; and reinforce the TVET institutions capacities to implement this system nationwide.
2.2: Investigating different occupations, educational and training requirements, wages, nature of work and promotion opportunities and it’s prerequisites for the development of occupation outlook and career paths integrated into LMIS

COMPONENT 3: LABOUR MARKET INFORMATION SYSTEM
3.1. Establishing an optimal national labour market information system based on the international best practices.
3.2: Provide support to a model/structure on governorates level to address social and economic areas of investment, and link the decision makers with the private sector and development partners
