Description of Project:

Objective of the project is to provide scientific and technical support services to the Economic & Social Council (E&SC) for the implementation of an integrated systemic monitoring mechanism of the European Social Charter (ESC) and will include a mapping of the current situation and current developments in the ESC in Greece and other member states on the basis of the priorities of the social partners and organized civil society, the definition of the operational framework and the development and pilot operation of the Integrated Monitoring Mechanism of the ESC.
It will also include survey of good practices in Europe and exchanging experiences. The E&CS will draw on know-how and knowledge of good practices in area of social rights developed in other member states and will develop cooperation networks with the respective ESCs or their respective social dialogue institutions.

Services Provided:

 

The following will be implemented within the project:
1. Capture the current situation regarding the developments in the European Social Charter (ESC), both in Greece and in other European countries that will include the perspective and positions of the social partners and organized civil society.
2. Survey and evaluation of the legislation affecting the fields of the ECSC.
3. Design and development of an ESC Implementation Monitoring Mechanism that will include:
i. The theoretical background for monitoring the basic parameters of the ESC through indicators,
ii. The structure of the mechanism for evaluating the legislative regulations and the monitoring of the selected indicators at country level,
iii. The framework of comparative evaluation and deviations of the selected national indicators with corresponding European indicators in the labor and social sector,
iv. The framework for comparative evaluation of the positions / proposals of the social partners and organized civil society in the fields related to the principles of the ESC,
v. The formulation of proposals for common acceptance (fostering the views of the social partners and organized civil society) that utilize and capitalize on the experience of other European countries in an effort to combat the factors of social exclusion, poverty, inequality and tackling labor market deregulation.
4. Design and implementation of social dialogue and consultation actions of stakeholders in the sectors of the ECC with the participation of the social partners, organized civil society and other E&CSs.
The result of the above will be the formation of an on - going system of policy proposals, measures and actions to improve the working environment, the welfare state, child protection, the fight against poverty and social exclusion.
