Description of Project

 

The overall objective of the project is to strengthen relationships between the E.U. and Azerbaijan in support of sustainable economic development and political and social cohesion. The project is divided into 2 main components:

 


Component 1: Support to PCA Implementation - Need Assessment, Prioritisation and targeted Support

  • Assistance to the relevant government bodies to identify the priority areas of Azerbaijan legislation compatible for approximation with the relevant EU legislation.
  • Assistance in implementation of obligations under the PCA, approximation of Azerbaijani legislation in compliance with the State Programme on Legal Approximation.
  • Monitoring and reporting on the implementation of the State Programme on Legal Approximation and PCA

 

Component 2: Support to EC Assistance Programming and Implementation

  • Contribution to the development of Country Strategy Papers, ENP Indicative and Action Programmes.
  • Preparation of pre-programming documents and submission of these documents to the European Commission.
  • Support to the consultation process on draft Indicative and Action Programmes including with other stakeholders, such as civil society and private sector representatives.
  • Support to the NCU in its functions related to project management, namely in EC project implementation support and monitoring procedures;
  • Support in the development of decentralised project management capacities.
