Description of Project

The project's objective is to provide technical assistance and coordinated services within the Project Management Unit (PMU) for the implementation of the Support to the Modernisation of the Judicial System project in Tunisia. The contract particularly aims to mobilize and provide the Ministry of Justice and Human Rights (MJHM) with technical assistance that will assist the Project's National Manager in achieving the following project components:


Training Component

  • Update the general training plan
  • Coordinate all the activities of this component
  • Define the topics of the different study tours and seminars taking place abroad
  • Ensure the selection of short-term experts and the corresponding terms of reference for all types of training
  • Finalize and specify more precisely the selection criteria for the training beneficiaries
  • Define the performance indicators to evaluate the training provided and its impact on the beneficiaries


Access to Law and Justice Component

  • Monitoring of the implementation of information and legal orientation counters in 35 jurisdictions and participation in the elaboration of the training planning for the staff who will be appointed to these counters
  • Supervision of the creation of a legal database accessible on the internet with a bilingual search engine (Arab and French)
  • Updating of the management and supply of the libraries concerned by the project, including those of professional associations
  • Support to professional associations' activities for the access and management of information and documentation sources, as well as the organization of scientific and cultural activities
  • Actions for the information and awareness of users, citizens and internal users on the modernization of the legal system, in application of the communication plan


Administration and Justice Component

  • Computerisation of the jurisdictions
  • Supervision of the reception, the activation and the visibility according to the EU rules for vehicles delivered to the property court
  • Strengthening of the professional capacities of the criminal study unit of the Centre of Juridical and Judicial Studies
  • Support to the administrative reform of the Ministry of Justice and Human Rights led by the introduction of new IT means and the creation of an information and orientation counter
  • Internal and external communication actions on the Tunisian justice system as well as on the project.

  • Improvement of professional competences of judges, lawyers and legal assistants
  • Modernization of working tools and command of these new technologies by the agents concerned to reduce judgement times and ensure the better monitoring of legal cases
  • Modernisation of the administrative management of the MJHM, notably through better access and better information management
  • Improvement of transparency and visibility of the Tunisian legal system

  • Organisation of workshops, roundtables, seminars
