Description of Project:

The general objective of this project is to support the EC Delegation in Kyiv and The Antimonopoly Committee of Ukraine (AMCU) in the preparation of an institutional twinning financed under National Action Plan 2003.
The specific objective of this contract is to draft a Twinning Fiche necessary for launching an institutional Twinning in the field of Competition
The activities of the project include:
- Make available specific know-how on competition issues and relevant aspects of public administration reform;
- Review documentation relevant to the scope of the assignment;
- Liaise with the various actors involved, in particular counterparts, EC Delegation, PAO, IFIs and other donors;
- Identify other ongoing or planned donor interventions which may impact on the planned twinning project.
- Assess the political and institutional strength of the proposed counterpart(s), capacity and readiness to absorb the proposed assistance, the relevance of the project to the counterpart, the counterpart's commitment to the project, the appropriate timing of the project, and advise the project manager accordingly;
- Consider the relevant legal context for the project and assess whether the necessary legislation is in place for the project to be able to operate effectively.
- Consider and advise upon any other relevant pre-conditions for the effective implementation of the project;
- Draft a Twinning Project Fiche on the basis of a given model, including logical framework and other annexes;
- Discuss the project with the project manager, and relevant services of the European Commission in Kyiv.
