Description of Project:

The wider objective of the project is to reinforce the development of civil society based on the supremacy of law, principles of human rights and freedom, access to justice by providing appropriate technical assistance to the Oliy Majlis in order to improve its relations with citizens after the reform towards a two-chamber system.

The specific objectives of the project are:

• to provide training to the deputies of the Legislative Chamber and legal specialists of the Oliy Majlis in law drafting;
• to provide beneficiaries with techniques, know-how on the preparation and adoption of normative regulations and application laws, as well as to implement the mechanisms of international norms;
• to provide technical assistance and policy advice to the drafting and preparation of subordinated legislation;
• to provide support and policy advice to the Secretariat of the Oliy Majlis in the organisation and methodological functioning of the two chambers;
• to provide technical assistance and policy advice on improvement of control and supervision mechanisms for implementation of laws;
• to provide technical assistance and policy advice to the establishment of a system and joint procedures and interaction mechanisms between the Oliy Majlis, the Constitutional Court and the Supreme Court of Uzbekistan,

In accordance to the above the project was structured in the following components:

Component 1: Technical Assistance to comparative analysis and drafting of legislation related to democracy, human rights and civil society

The component included activities aiming at a) the familiarisation with practices in EU and western countries through comparative analysis b) the delivery of training to the Deputies of the Legislative Chamber and other legal specialists of the Oliy Majlis

Component 2: Policy Advice and training to members of the legislative chamber

The component included a) assistance to develop joint procedures and interaction mechanisms between the two chambers of the Oliy Majlis, the Constitutional Court and the Supreme Court b) assistance for legal drafting

Component 3: Support and policy advice to the Secretariat of the Oliy Majlis: Monitoring and Reporting

The component included a) assistance to Secretariat to facilitate legislative activities, debate in the two chambers and the relations between the Senate and Legislative Chamber b) assistance to the Secretariat to set up a supervision mechanism to control law implementation c) Study Tours

Component 4: Support to the Information Centre

The component included a) support for the modernisation of the Information centre b) co-operation with local institutions and think-tanks c) maintenance of the website created under Phase I d) information campaign, publications and media awareness activities.
