Description of Project:

The main objective of the project is to specify the operational choices of the Ministry of Health and Social Solidarity for the development of social support actions for homeless people, aiming at providing effective services of basic needs, counseling, care and labour insertion. The project was implemented in two (2) phases:

Phase A: Analysis of Existing Situation
The first phase of the project aimed at the assessment of the existing institutional and operational framework to aid homeless people in Greece. The purpose of the theoretical investigation was the following thematic areas corresponding to three distinct stages of research:

• Analysis of the institutional framework of political support of homeless individuals and families in Greece, based on existing sources of law and techniques of implementation,
• Analysis of administrative and organisational framework for the use of welfare policies to support homeless policies in the Greek social security system.
• Identification and analysis of existing policies implemented through public sector assistance.

Phase B: Description and Intervention Division of the strategic choices of National Centre for Social Solidarity.
The second Phase of the project focused on a comparative analysis of national policies to support the homeless, highlighting a network of international best practice in the field of social care, which can be a model for similar actions of the Ministry of Health and Welfare for the period 2007 to 2013.

Services Provided:

  • Presentation and assessment of existing policies to support homeless people from public, private and voluntary bodies.
  • Description of the activities of the EU and presentation of international best practices for increasing homelessness.
  • Definition and documentation of strategic options of the Beneficiary (EKKA) to assist homeless individuals and families.
