Description of Project:

The main objective of the project is to provide Ukraine with tools facilitating national decision makers to form proper long-term choices, built on reliable scenarios of the policy impact of the modernisation of the social benefit system in Ukraine


Main activities to be undertaken:

1: To support the Ministry of Labour and Social Policy in developing advanced model(s) and tools for projecting budget allocations for social protection benefits, based on reliable statistical data on types of benefits, and categories of recipients and social expenditure;

2. To increase the capacity of the Ministry of Labour and Social Policy for conducting policy analysis and forecasting in the field of social benefits, by assisting Ministry's staff to use modern analytical and software tools for projecting budget allocations, and for translating policy scenarios into coherent social policy-formulation and policy-making;

3. To support the Ministry of Labour and Social Benefits in advancing short and longer-term scenarios for social benefit system modernisation, oriented towards optimisation and increased efficiency of existing budget resources.

Services Provided:

  • Institutional capacity building;
  • Assistance in formulating a unified system of statistics on social protection benefits;
  • Development of a model to measure the size of the country's informal economy;
  • Design of a modelling and forecasting system for social protection benefits and development of relevant software;
  • Assistance in setting up a data collection and processing centre for social protection benefits;
  • Design and formulation of a tax-benefit micro-simulation model, and development of appropriate software tools;
  • Strategic budgeting of social benefits payments and legal analysis;
  • Design and development of training programmes;
  • Public awareness activities on statistical analysis, modelling/forecasting tools, and computational environments
