Description of Project:

EP was awarded this assignment which involved strengthening the capacity of relevant central and local institutions to build effective and innovative partnerships in order to deliver good quality social services to the persons belonging to vulnerable groups, according to their needs and requirements. The specific objectives of this technical assistance project were to establish the specific beneficiaries of the training and their training needs in the field of social services and to design and deliver modular vocational training packages for the beneficiaries.


Some of the main tasks were :

  • To accomplish a comprehensive analysis of the relevant social service provider's training needs.
  • To assist and train an important number of civil servants from the local authorities and the Ministry of Labour and Social Security (MoLSS) network so that they would be able to develop and implement social services at EU standards.
  • To train the counterparts involved in this project so that they would carry out their activities in delivering social services.
  • To provide comprehensive curricula of the types of training in the social services field.


In order to achieve the intended results of the project, the consortium carried out a number of activities that were grouped into six main tasks, as follows :

  • To assess the training needs for personal working at Judet councils, town halls, General Directorates of Labour and Social Solidarity of MoLSS from the judets situated in the 11 target areas.
  • To develop the curricula for training in social services for the personnel involved in development of local social services.
  • To deliver training modules in the social services field for the above-mentioned personnel.
  • To assess the training needs for the personnel working in the selected projects financed under C1 - Social Services grant scheme.
  • To deliver targeted, modular training packages to comply with the needs of the local projects covered by the grant scheme.
  • To organise a final workshop.


The grant scheme financed under 2001 Phare programme - Economic and Social Cohesion targets the development of the capacity of the social assistance system in Romania according to the citizen's needs, through creation of community-based services for vulnerable groups.


The component "Investment scheme in Social Services" has three priorities:

  1. Develop the capacity of the social assistance system according to the social needs of the citizens through creation of community-based services for vulnerable groups.
  2. Support social inclusion, poverty reduction and effective integration of the vulnerable groups on the labour market.
  3. Strengthen the capacity of local and regional administrations in order to build new and efficient local partnerships in implementing initiatives in the social services field.


The minimum and maximum costs of the no reimbursable funds for individual projects are between the range 10 000 EUR and 200 000 EUR.


The grant scheme finance a large scale of activities, including the creation, development and/or improvement of social services through social centres, rehabilitation centres, procurement of specific equipment for endowment of elderly houses and emergency centres for de-institutionalised youth, homeless, women and children victims of domestic violence, persons with disabilities, persons addicted to alcohol and drugs. Other eligible activities for finance are job creation in social centres and provision of training to unemployed persons in construction works as part of the selected rehabilitation institutions projects.


Assistance provided to the MoLSS, especially through training, with the implementation of the grant scheme, elaboration of the social assistance policy and strategy, as well as with the promotion of the rights of the family, child, elderly people with handicap disabilities and other persons in need. This project aimed at improving community services. Louis Berger also trained specialists working in the field of child protection and adoption, specialists providing social assistance for people with handicaps or other disabilities, assistance to, and protection of, the victims of domestic violence and provided assistance in the implementation of social and economic protection measures for new types of families, such as the mono-parental and unmarried couples. Other target groups were women, who are particularly disadvantaged, the unemployed and marginalised sections of the population, such as the members of minority groups and the population at risk.
