Description of Project:
|
Provision of Technical Assistance to the Ministry of Labour and Social Policy (MoLSP) for the reform of Social Welfare policy. Main project components:
A. Policy Reform and Legal Drafting
- Formulation of a Policy Action Plan introducing reforms to the Social Welfare System, with main focus on the development of a welfare pluralism regime, decentralisation of the social welfare services, development of public-private partnerships and combating social exclusion;
- Review of social care and welfare legislation and drafting of two laws regulating the operations of the non-government sector and of private providers of social care services (standards of operation, registration procedures, certification procedures);
- Assessment of the effectiveness of the use of the state budget and recommendations for the effective targeting of the social assistance benefits.
B. Organisational Restructuring and Reform
- Assistance to the MoLSP and its implementing structures (Social Work Centres, Social Welfare Institutions), to undertake organisational restructuring in the framework of the public administration reform of the country;
- Functional analysis of MoLSP, design and implementation of new organisational structure;
- Institutional audit of 32 Social Work Centres and 11 Social Welfare Institutions, recommendations to improve procedures for delivery of social care services.
C. Human Resources Development and Capacity Building
- Design and delivery of 32 seminars to key staff of MoLSP on organisation and management of social welfare services and services delivery systems, organisation of 3 study visits, English language training to key staff,
- Specific assistance to the newly created "EU Integration Unit" within MOLSP, organisation of workshops on EU policies and on preparation of National Inclusion Plan as prerequisite to the EU accession process;
- Organisation of a national conference on Social Welfare.
D. Pilot Projects
- Design and implementation (through public call) of 11 pilot projects to promote public-private partnerships and introduction of new concepts in the provision of social care services.
E. Provision of Equipment
- Provision of equipment, through public procurement tender to 11 Social Welfare Institutions.
