Description of Project:
|
The overall project's objective is to continue the process of administrative and institutional development, as well as the implementation of the necessary structures, towards achieving the efficient use of European Social Funds after Romania's Accession to the European Union, with the purpose of accomplishing the assumed obligations in Chapter 21 of the Aquis referring to "Regional Policy and the Coordination of the Structural Instruments". The Project is a capacity building endeavour with a twofold emphasis on both administrative staff of governmental agencies and on project promoters from Civil Society. It is implemented based on the national strategic document already approved by the European Commission, the Sectoral Operational Programme for Human Resource Development (SOP HRD) which is to be implemented by the Ministry of Labour, Family and Equal Opportunities.
Specific tasks include:
- Consulting services to the Managing Authority for the Sectoral Operational Programme for Human Resource Development (MA SOP HRD) including recommendations on internal manual of procedures for the absorption of EU funds, assistance in becoming a certification authority from the Commission for the audit trail of programme implementation, assistance in the entire project cycle from programming to project implementation to ex-post evaluation, and assistance in internal workload analyses for MA SOP HRD staff;
- Technical assistance for the drafting of guidelines for Applicants and for Launching ESF calls for proposals;
- Training initiatives to increase the capacity of MA SOP HRD staff and that of the Intermediary Bodies (IBs) at the beginner, intermediate and advanced levels;
- Consulting services and on-the-job training for the successful operation of the 8 regional "help-desks" for ESF absorption capacities;
- Coaching services for the Regional Employment Pacts for Social Inclusion;
- A national focus group study to assess the capacities of Civil Society (project promoters, Regional Employment Pacts, Chambers, etc) to implement ESF Projects;
- Training initiatives for Civil Society to successfully conceive of Projects, draft proposals, and manage projects;
- Awareness raising campaign for the promotion of the SOP HRD aimed at attracting applications

- Institutional Capacity Building
- Specific consulting services including (a) recommendations on administrative structural operations (internal manual of procedures for the Managing Authority, workload analyses, financial conrol mechanisms, audit trail of projects and programme), (b) recommendations on monitoring, evaluation and control mechanisms of EU funds, (c) coaching and on-the-job training for administrative officials;
- Training needs analysis for administrative staff (MA SOP HRD and Intermediary Bodies)
- Training program implementation key structures at national and regional level involved in managing SOP HRD (beginners, intermediate and advanced)
- Technical assistance for drafting and launching ESF calls for proposals;
- Training for potential project promoters, with the purpose of reinforcing the capacity of absorption for ESF
