Description of Project:

The overall objective of the project is to promote social inclusion for disadvantaged groups (Roma, disabled people, Youngster over 18 no longer in the Child Protection System) by tackling the discrimination and inequalities in the labour market and the associated social exclusion and, in this way, to complement national strategies and employment policies, in order to prepare the future capacity to support social inclusion projects financed under ESF.

Activities undertaken:

Þ Identification of best practices regarding projects for inclusion of the vulnerable groups targeted by the Project.

  • Assessment of the previous interventions in Romania in terms of social inclusion of the relevant vulnerable groups.
  • Presentation of models of good practices identified in Romania and EU-25
  • Elaboration of a list of project promoters and vulnerable groups' organisations with relevant experience to be involved in the programme activities.


Þ Prepare Project promoters to identify and manage relevant projects for vulnerable groups and develop effective partnerships.

  • Training methodology and schedule delivered
  • Trainers and trainees manuals and other support material printed in 1.500 copies and distributed to all interested parties.
  • 600 persons, at least, trained; theoretical and on the job training provided


Þ Implementation of a public awareness campaign in order to promote best practice models and the Projects' results

  • Information material (1.500) copies printed and distributed to all relevant stakeholders.
  • One national and 8 regional awareness conferences to promote Project ideas targeting the 3 vulnerable groups implemented; other awareness activities - seminars, workshops, roundtables


Þ Prepare MoLSSF and NAE to manage the grand schemes for social inclusion

  • Development of the applicants' package
  • Training of staff involved in the evaluation both regarding procedures and social inclusion issues
  • Participation of TA independent experts in the proposals evaluations
  • Development of project success indicators and monitoring guidelines
  • Help Desk facilities for Grant Schemes applicants and final beneficiaries provided
  • Training of staff in contract preparation, project monitoring and project impact evaluation
  • Implementation of 4 study visits for the MA for Sectorial Operational Programme HRD staff, PIUs representatives, NAR, NAPH, NAPDC and NGO's representatives
