Description of Project:

The main aim of the project is the identification of the civil servants' training needs especially those who work in the Local Government Authorities. The scope is the identification of training needs in such a way as to ensure successful, efficient and competitive undertaking of the civil servants' tasks in the demanding and IT specialized public administration environment.


The special aim of the project is the identification of the training needs of the Local Government civil servants who have already obtained some basic training in the use of ICT, so that:


ð The gaps between existent and desirable skills and qualification of the employees can be determined.

ð The educational target of the courses and the relative educational contents can be formulated

ð The integration methodology of the implementation of courses can be determined.


The basic objectives of the project are:

  • Development of training needs identification and analysis system for civil servants, based on the job analysis, the personal needs of each employee and their harmonic combination.
  • Conduction of a research for the identification of the training needs.
  • Statistical analysis and elaboration of data gathered from extended field research
  • Development of a specialized training course, that will be produced by the training needs identification procedure
  • Development of the certification materials
  • Development of the system for integrating the procedure of identification training needs in the daily operation of Local Government authorities.
