Description of Project:

The general objective of the project is to provide the Beneficiary (State Planning Commission) with support to implement a VET programme and to design over time a systemic VET reform.


The specific objective of Lot 2 is to design and implement training activities for teachers and trainers, as well as training of staff from the 16 listed VET institutions and companies working with the project.

In operational terms the specific objective of Lot 2 is to be achieved through:

  • the design of a training plan and
  • the delivery of the resulting training to attaining about 400 teachers and trainers in the 16 listed VET institutions and concerned enterprises, in two sectors, i.e.: Ready Made Garment (RMG) and Engineering Maintenance (MA).


The present Project, as a part of the larger governmental programme supported by EU technical assistance will focus on the improvement of practical teaching skills of VET teachers and industrial trainers both in technical and pedagogical methods and in operating new modern equipment used in the targeted sectors.


The main activities of the project are:

  • Training Needs Assessment

Performance deficiency analysis

Analysis of training needs and identification of needed skills

  • Training Design

Selection of 400 trainees

Drafting of learning objectives

Development of training modules and methodology

Design of evaluation strategy and criteria

  • Training Programme Development

Development of training methods and means of delivery

Development of testing material

Development of training material and instructors' manual

Allocation of time, trainers and facilities

  • Training Programme Implementation

Training the Core Group of trainers (20 teachers and trainers)

Delivery of training- Cascade effect ( 400 teachers and trainers)

  • Continuous Training Review, Evaluation and Validation
