Description of Project:

Technical assistance to the Ministry of Labour and Social Policy for the development of a System of Continuing Vocational Training (CVT), focusing particularly on training within the enterprises as part of lifelong learning recognised and used by enterprises and policy makers. Main Project Activities are:


1. Development of CVT Policy and of Legal Framework: (a) Review of existing CVT regulatory framework; (b) Elaboration of a policy framework aiming at the reform and further development of modern CVT concept focusing on the decentralisation of CVT policies, stimulation of in-company training and investments into continuous skills upgrading, development of linkages between training institutions and enterprises and appropriate financial mechanisms; (c) Drafting of new comprehensive legal framework.

2. Creation of Support Structures and Capacity Building: (a) Setting-up of one National CVT Resource Centre with the mission to assist the MoLSP in policy formulation (b) establishment of three Regional CVT Resource Centres in three Pilot Regions (Lviv and Dnipropetrovsk Oblasts and Autonomous Republic of Crimea) with the mission to develop CVT policies and programmes at the regional level; (c) Setting-up of Regional Co-ordination Committees with the participation of the stakeholders to act as institutional structures for the formulation and implementation of regional CVT policies; (d) Capacity building through dedicated training for the staff of Ministry of Labour and Social Policy


3. Development and Implementation of Methodologies: (a) Methodologies for enterprises surveys and identification of training needs following the guidelines developed by the European Training Foundation, and carrying out of regional surveys in the three Pilot Regions; (b) Methodologies for the development curricula and provision of assistance to the Regional CVT Resource Centres for the drafting of curricula responding to the needs of the major job profiles identified by the regional surveys; (c) Training methodologies within the enterprises.


4. Pilot Projects: Design and implementation of pilot projects aiming at the development of new practices and mechanisms strengthening co-operation between enterprises and training providers. The projects are implemented in the Lviv and Dnipropetrovsk Oblasts and in the Autonomous Republic of Crimea, with 10 enterprises in each pilot region, through partnership schemes with the involvement of local stakeholders.


5. Promotion and Information: Elaboration and implementation of information campaign plan including the development of information and promotion material and organisation of national conferences and regional events.
