Description of Project:

The project is directly related to the introduction of a revised law for education in 2003 which introduces the establishment of new tri-partite Councils and decentralisation of the governance of the system of vocational education and aims at promoting the modernisation of the vocational secondary education and training system in Serbia, developing a flexible vocational education and training (VET) system based on the principles of Lifelong Learning, which is responsive to local as well global socio-economic needs and democratic values and contributing to the economic development and social stabilisation in Serbia through a well skilled labour force. The specific objectives of the project are as follows:

  • Build up the institutional capacity of Ministry of Education & Sports (MoES) and other national stakeholders (incl. The Ministry of Labour & Employment (MoLE) and other relevant Ministries and Agencies, Employers and Trade Unions, Chambers of Commerce and Industry) to develop and implement a strategy and policy on Social Partnership for vocational education and training and ensuring the link between training provision and economic development.
  • Establishment of 3 professional institutions: a Centre for Examination and Assessment, a Centre for Teachers Career Development and a Vocational Education and Training (VET) Centre which main tasks will be: needs identification, standards, curricula, teacher training, manager training, supervision of reform implementation, concepts for adults, CVT, accreditation, NQS, evaluation, assessment and research. Strengthen the capacity of national and local actors, including all trustee bodies of professional colleges to design and implement new vocational education and training programmes for young people and adults so as to enhance their employability and support their personal development.
  • Ensure quality training provision for adults through the transformation of 5 VET schools into regional training centres for adult education in selected areas of industrial reconstruction.
  • Initiate support for innovation of learning processes in VET at grassroots level through an Innovation Grant scheme (1 mio Euro)
  • Develop VET teaching equipment procurement policy and apply a strategy to upgrade the school infrastructure of the selected 50 VET pilot schools (laboratory equipment and other teaching aids with 5, 5 mio Euro plus buildings rehabilitation with 2 mio Euro) in five sectors: Mechanical and Electrical engineering, Civil works, Health, Agriculture-Food processing, in line with the actual labour market needs in each sector and EU best practices.
  • Support the MoES and the Serbian Government to conclude a loan with the EIB for supporting the Education Reform (new school building, laboratories, equipment) as well as for VEMIS (Vocational education Management Information system)

  • Design and delivery of training programmes/modules for adults and functioning /management of regional training materials
