Description of Project:
|
The programme aims in the socio-economic revitalisation and development of Croatia's war affected areas.
The objectives of this project are:
- Successful implementation of the Regional Operational Programmes and individual development projects in each county
- Enhanced capacity of county administration and stakeholders to plan and implement locally led socio-economic development in Ličko-senjska, Karlovačka, Brodsko-posavska and Požeško-slavonska counties
As far as the main activities of the project are concerned, the major components include:
- Projects Component
- Assisting the Ministry and Counties in the preparation of all necessary procurement documents as well as full tender documentation for service, supply, works and grant contracts under CARDS 2004
- Preparing projects for tendering under other donor programmes, through the elaboration of a full inventory of donor and national programmes, the liaison with donors, national ministries and Fund for Regional Development and through the assessment of opportunities for additional ROP projects
- Preparation, implementation and management of grant schemes, through the design of guidelines and contracts, the launching of calls for proposals, the evaluation of project proposals and the preparation of individual contracts.
- Monitoring of programme implementation, supporting the Ministry, the PMU, the CFCU and the EC Delegation for the efficient implementation of all projects
- Capacity Building Component
- Capacity building and support to the Ministry, providing technical assistance to the Ministry staff in key areas such as: support in the overall follow-up of programme implementation, programme co-ordination and transfer of know-how and network between various donors, projects and beneficiary counties.
- Capacity building of PMU and other stakeholders, through the enhancement of institutional capacity, the provision of daily on the job training and the transfer of know-how
- Training activities such as training seminars, workshops and study-tours carried out to increase knowledge and understanding of EC procedures and project cycle management in the PMUs and other County Stakeholders
- Strategy Component
- Widening and deepening of the regional development partnerships, in order to bridge the elements of business support, business related infrastructure and social inclusion and to ensure joint planning, lobbying and networking.
- Institutionalisation of the regional development process, through the preparation of a strategy for each County, which outlines how the management of regional development can be made sustainable.
- Co-ordination and fine-tuning with other EU funded projects
- Fostering inter-regional development, by liaising with neighbouring Counties, identifying potential joint projects and preparing and implementing joint projects.
