Description of Project:

Providing advice and support to regional leaders/decision-makers (heads of executive and legislative bodies) and regional administrations as well as their representatives in the Federation Council (Senators) in Moscow in elaborating and implementing regional economic development policies, notable through the setting up and operation of Resource Centres and the provision of policy and legal advice.

Main Project Activities are:


1.Establishment and operation of three Resource Centres (RC): Development of an operational network of regional development mediating organisations, which will provide legal and policy advice at a regional and municipal levels and will promote international cooperation. This network will include the two already existent RC in Vologda and Novgorod as well as three new RC from pilot regions.


2. Policy and legal advice: Review of regional strategies developed and implemented for the Novgorod and Vologda regions, in the light of progress and changes in the Russian Federation and the EU, and to updating them in close collaboration with the regional authorities in each region. This include: (a) Design of the Regional Development Strategy for the pilot regions; (b) design of the system to follow-up the implementation of the; (c) Provision of Policy and Legal support to Regional Administrations.


3. Capacity building of the Regional Administrations staff: Establishment of an overall training programme in the area of regional economic development. This will include: assessment of training needs; development of training plans and programs; organisation, implementation, evaluation and review of trainings; development of a Training Function...


4. Interregional cooperation and dissemination: conducting raising awareness and information events for regional and national participants in order to facilitate the dialogue between the regional development representatives and associations within Russia. This will include: Drafting of Guidelines for the implementation of a Dissemination Strategy, Organisation of information events, development of a web-site, implementation of study-tours.
