Description of Project:

The overall objective of the project is to further develop the environment for Innovation in Ukraine taking the European best practice into consideration. It aims at the improvement of the innovation policy on the governmental and regional level in order to bring the Ukrainian policy in the sector of Research and Innovation in compliance with the European best practice. In addition to this, it aims at the improvement of the regulatory and legislative environment of the Research and Innovation sector in Ukraine including intellectual property rights, training fo those involved in the Research and Innovation sector as well as scientific exchganges between foreign and Ukrainian Experts.

More specifically, the purposes of the project are as follows:

1) Contribute to the identification of a Ukrainian innovation and research policy on the governmental level that combines the best practice of the European Union in research and innovation and the specifications of the Ukrainian innovation development.

2) Improve the adaptation and coordination of regional innovation policies that correspond with the governmental approach anf the European best practice

3) Support the improvement of the regulatory and legislative environment for the sevctor of Research and Innovation in Ukraine and to bring Ukrainian legislation on Intellectual Property Rights in compliance with the European best practice

4) Upgrade the capacities of the State Department of Intellectual Property and other actors dealing with Intellectual property as well as with Research and Innovation

Services Provided:
  • Development of a clear strategy on the Research and Innovation sector in Ukraine, taking into account the regional dimension, proposing necessaey measures to make the sector competitive
  • Assistance in the creation of a stable and permanent communication platform between the Minsotry of Economy of Ukraine and the respective European Institutions in order to ensure that the Ukrainian governmental policy in the Research and Innovation sector complies with the developments in the European Union.
  • Assistance in the establishment of coordination mechanisms, including communication and monitoring platforms at the central level and between the different regional policies for Research & Innovation.
  • Elaboration of proposals for necessary amendments to existing regulations in the Research & Innovation sector
  • Development of proposals for amendments of the Ukrainian legislation on Intellectual Property Rights/Patents.
  • Assistance in the improvement of skills and qualifications of different actors in the Research & Innovation and Intellectual Property Sector.
