Description of Project:

The overall objective of the project is to stimulate the innovative activity of Ukrainian firms by bridging the gap between research and production and by stimulating technology transfers within the national economy and with the global economy.


The general scope of the Project comprises two distinct but highly inter-related processes:

  • Bringing closer business and science by promoting entrepreneurship in both ends through awareness and capacity building, aiming at pushing businesses towards new technology based opportunities and scientists and researchers to commercially exploitable results.
  • Designing, testing and launching intermediary schemes and processes that will enhance and facilitate technology transfer at national and international level, following the best EU practices.

The activities of this project are divided into four components.

  • Component 1: Development of technology transfer infrastructure and intermediary organisations for innovation support
  • Component 2: Development of Science Centres and support for spin-offs of researchers and of start-up activities
  • Component 3: Launching of genuine Technoparks and innovative clusters as instrument for innovation and technology transfers to the regions
  • Component 4: Setting up of diversified training structures and training for innovative managers

Services Provided:

Component 1: Development of technology transfer infrastructure and intermediary organisations for innovation support

Objectives: Intermediary innovation support structures multiplied in the country so that the gap between Science and Production started being bridged; Increased innovations appeared in the business on the basis of research outputs and foreign innovations; Conditions created for the accession of Ukraine to the Enterprise Europe Network

Component 2: Development of Science Centres and support for spin-offs of researchers and of start-up activities :

Objectives: identification and development support, where, following EU best practices, support to the selected Science Centres should focus on setting up an adequate demand base, clear governance directions, networking environment and targeted services as well as appropriate capacity building on management and marketing practices; (b) direct support, where selected SMEs and spin-offs will receive targeted advice.

Component 3: Launching of genuine Technoparks and innovative clusters as instrument for innovation and technology transfers to the regions

Objectives: The concept of technoparks and innovative clusters according to international experience started being implemented in the pilot regions; Operational domestic and international information networks of intermediary organisations, technoparks and clusters established or entered such as EEN and ECA bit networks

Component 4: Setting up of diversified training structures and training for innovative managers

Objectives: Review of international and domestic experience in schemes and content of innovative managers training;Build required train-the-trainers basis ; Develop a diversified palette of specialised training supply ; Set up a diversified basis of 10 training centres ; Train a minimum of 100 managers
