Description of Project:

Technical assistance to the Lithuanian SMEDA to design and implement measures for SMEs support (total budget administered: 900,000 €). The main components of the project were:

(a) Financing of projects in five SMEs support areas: new entrepreneurs, business growth and regional outreach including an innovation grand, business incubators, pilot initiative for supplier chains, pilot for sectoral e-commerce applications. A complete country-wide tendering for each support area was designed and implemented, i.e.: call for proposals, reception of tenders, tender evaluation, selection of winning projects, payment of grants and project monitoring, in line with the Phare DIS procedures.

(b) Institutional capacity building and profile raising of SMEDA. Services included:re-design and extension of web pages of SMEDA,inventory of the activities of SMEs Support Organisations in Lithuania, survey of SMEs needs for services from SMEs Support Organisations including the organisation of a price winning competition was organised, addressed to SMEs responding to the needs assessment survey.


Publicity was assured through announcements in the national and local press, the web pages and the organisation of information events (workshops, conferences).
