Description of Project:

Strengthening of the legislative, institutional, organisational and material basis of consumer policy in Ukraine. Assistance was provided to the State Committee for Consumers Rights Protection and to the Union of Consumers Associations focusing on the following main activities:
- Drafting of an overall strategy for the development of the activities of the State Committee for Consumers Rights Protection.
- Drafting of a new Consumers Protection Act for the replacement of the existing legislative framework.
- Elaboration of recommendations for the improvement of specific legislation in the areas of: Consumer Credit, Distance Selling, Advertisement, and General Product Safety.
- Elaboration of an optimal structure for the State Committee for Consumers Rights Protection.
- Technical assistance (staff training, provision of resource material, provision of operations guide) to existing Citizen Advice Centres, operated by the Union of Consumers Associations.
- Establishment of three new Citizen Advice Centres, including provision of technical assistance.
- Development of a framework and operational procedure for comparative testing in Ukraine.
- Organisation of six seminars and two study-visits to the EU.
- Publication of a pilot curriculum for primary and secondary schools for consumer protection.
- Establishment of a consumers complaint database.
- Publication of the independent journal of the Union of Consumers Association.
- Awareness raising activities (publication of leaflets, video-clips, radio & TV spots)
- Organisation of an International Conference in Kiev
