The Project is implemented in the framework of the Public Sector Modernization Project (PSMP) funded by the WB. Improvement of the Civil Service System is one of the priority reforms implemented within the RA (Republic of Armenia) public sector. A new Law on Civil Service entered into force on January 9, 2002. According to this Law, the RA Civil Service Council (CSC) as an independent and permanent entity is authorized to implement the civil service unified state policy, adopt normative acts for regulation of civil service relationships, conduct tenders, attestations, trainings, keep short and long-term civil service personnel reserves, undertake service researches for protection of rights of the civil service staff, as well as carry out other authorities providing regular performance of the system. One of the main components of the PSMP is aimed at strengthening the management of the civil service system, which also involves the improvement of methods applied for evaluating systems of knowledge, capabilities and values. As mentioned above, one of the objectives of the civil service reform programme is to recruit professional staff with high standards of ethics. This activity is performed through tenders and attestations, which are carried out in two testing and interviewing phases. Tests and questions of question cards have been developed. Nevertheless, there is a need for further professional and careful consideration to improve the methods and techniques. The project analyses the tenders and question cards, develops and publishes the recommendations and will train the staff of the RoA Civil Service Council |

PHASE 1 - STUDIES AND ANALYSES 1. Study of the tests and questions of question cards for tender and attestation testing and interviewing phases developed and applied in the RA(Republic of Armenia) civil service system; 2. Identification of needs in the civil service (through a sociological survey or otherwise) to evaluate knowledge, capabilities and values of staff 3. case studies; 4. Analysis of if the present system of tests, questions and cards 5. Study of relevant international civil/public service experience PHASE 2 - DEVELOPMENT AND PUBLICATION OF RECOMMENDATIONS 1. Development of a package of recommendations including:
2. Development of a manual-guideline covering the package of recommendations for evaluating knowledge, capabilities and values in the RA civil service system 3. Publication of the 1000 copies of the manual 4. Development of a training program based on the package of recommendations PHASE 3 - TRAINING 5. Conducting of training for at least 200 civil servants in charge of development of tests and questions of question cards for tender and attestation testing in the RA civil service system through the training program developed. 6. Training of a core group of managers to advance their capacity to conduct interviews of staff to be recruited to the civil service. |
