Description of Project:

The Global Objective of the present project is to assist the National Authorising Officer (NAO) of the EDF and the Ministry of Finance and Development Planning, as well as the EC, in drawing lessons from the implementation of the Capacity Building in Economic Planning (CBEP), as well as in identifying future capacity building needs in the fields of Finance and Planning in Government of Lesotho.


The Specific Objectives of the present project are the following:

  • To undertake a review of the CBEP and suggest options for a successor project.
  • To conduct a facilitated planning workshop with the NAO, EC Delegation and other relevant stakeholders using the PCM/Logical Framework approach to prepare an outline for a follow-up project.
  • Based on the results of the review and the output of the planning workshop, to prepare a Draft Financing proposal for a follow-up project in the Ministry of Finance and Development Planning (MFDP) and, possibly, related units in Line Ministries and other Government entities.


The project was executed in the course of two successive missions. During the first mission a Mission 1 Report has been produced containing an evaluation report and including proposals of identified future CBEP activities. During the second mission a Financing Proposal has been prepared in close consultation with the NAO and the EC Delegation.


Services Provided:


  • Conducted a set of Interviews with many Government Officials from the MFDP to get their view on the past development of the CBEP, the achievements, the effects and impacts of the CBEP on the main objective of the project which is "capacity building", taking into account all the constraints inhabiting progress in the past and the future activities of an extended CBEP (CBEP Phase II).
  • Provided Consultation in the Implementation of the Civil Service Reform, in combination with implementation of a study to upgrade MFDP internal management, leadership, organizational capacities and administrative practices, including formulation of a revised HR policy - leading to the design of an Administrative Manual.
  • Analysed main aspects related to CBEP Economic Planning activities.
