Description of Project:

The wider objective of the project is to strengthen the institutional capacity of the Ministry of Justice of the Hashemite Kingdom of Jordan, in particular those features relating to policy setting and reform engineering, which will consequently improve the efficiency of the Jordanian Judicial System and its compliance with the commitments Jordan has within the AA and New Neighbourhood policy.


The specific objectives of this project - to be undertaken in close co-ordination with other donor-funded projects - are to provide technical assistance for:

Strengthening the organisational structure of the MoJ, particularly in the area of the internal interactions among Directorates;

Enhancing the capacities of the MoJ towards institutional capacity building strategies through staff training

Developing the functional coordination between the MoJ and the Judiciary.

Making progress towards the fulfillment of the commitments included in the New Neighbourhood Policy's EU-Jordan Action plan

Services Provided:

The services provided are the following

Under Component I: Organisational structure change and improvement:

  • TA to the Heads of Directorates for capacity building of the International Relation Directorate and the Public Relation Directorate,
  • TA for the creation of an Office for Legal Affairs
  • TA to strengthen the operations of the Strategic Planning Directorate.
  • TA to complete the reorganisation of the Ministry of Justice in accordance with the recommendations contained in the Policy Advice Report

Under Component II: Capacity Building to the Ministry of Justice

  • Delivery of a basic training package following the recommendations of the Policy Advice Report
  • Draft of further training needs analysis and preparation of appropriate training curricula

Under Component 3: Development of the MoJ capacities to coordinate with the Courts

  • Support to the Strategic Planning Directorate in the formulation of criteria that set the minimum and maximum number of judges and Courts in Jordan.
  • Support to the Strategic Planning Directorate in the organisation of pilot workshops for discussion of internal organisational matters.
  • TA to the Ministry of Justice in the definition and development of management and coordination mechanisms with Court Administrators.
  • TA to design and implement training for Court Administrators and Court Presidents
