Description of Project:

The objectives of this contract will be to support the European Commission as follows:

  • To increase the efficiency and effectiveness of assistance funded through the Commission in Azerbaijan and Uzbekistan.
  • To improve and increase visibility of assistance funded through the Commission in Azerbaijan and Uzbekistan. The main activities will include:

Activity 1: Situation Analysis

Task 1. Provide monthly background info on project environment, legal aspects etc.,

Task 2. Provide background surveys and studies of specific topics

Task 3. Provide background information about the developments in the region

Task 4. Maintain a database with background information gathered from media

SA 76 wd from a total of 242;

Activity 2: Support the EC in planning and programming

Task 5. Provide background investigation and analysis for CSP, IP, AP and ToR

Task 6. Support the EC in the preparation and planning of missions

Task 7. Participate in the mission if so requested

Task 8. Provide technical reviews of projects and programmes

Task 9. Translate key Commission progr. & project documents and local correspondence

Activity 3: Support to the Implementation of Projects

Task 10. Provide transitional accommodation & facilities for Tacis projects in the first stage

Task 11. Provide transitional accommodation & facilities for Tacis projects in the final stage

Task 12. Provide, at request of the Task manager, info regarding projects under impl.

Task 13. Maintain filing system of the main project documents for institutional memory

Task 14. Prepare monthly overviews of the status of project implementation

Task 15. Facilitate the solution of problems occurring during project implementation

Task 16. If appropriate, to provide accommodation & facilities for EC Monitoring project

Task 17. If appropriate, to provide central support facility for SPPs and other programmes

Activity 4: Implementation of Visibility Activities and Information Strategy

Task 18. Further develop and implement and information strategy to improve visibility

Task 19. Produce tools for information dissemination

Task 20. Maintain a central point of reference /information point in the country for Tacis
