Description of Project:

Assistance to the implementation of the prosecutorial reform process introduced since 2002 in Bosnia and Herzegovina, for the establishment of an efficient prosecutorial system capable of upholding the Rule. Beneficiaries are the Prosecutors' Offices (POs) at State, Entity and Cantonal/District levels and the High Judicial and Prosecutorial Council. Main project activities include:

A. Development of Prosecutorial Information System

Definition of specifications for the procurement of the office equipment for the POs, definition of users requirements and software development for a database of cases and a related case tracking and reporting application within the POs.

B. Office Management

Definition of organisational structure of the POs based on a functional analysis approach, establishment of internal structures and procedures for the functioning of the Offices, systematisation of positions of administrative staff, design of case registry, preparation of guidelines for the drafting of internal books of regulations and methodologies for efficient allocation of cases to the prosecutors.

C. Human Resources Management

Establishment of seniority system for prosecutors including ranking system, careers evolution and performance evaluation, aiming at the progressive building of an efficient prosecutorial service.


D. Legal Drafting

Elaboration of draft harmonised law on Prosecutors Offices, defining procedures for the establishment, merging and abolition of the POs, responsibilities, rights and duties of the POs, service conditions and inspection system.


E. Financial Management and Related Software Applications

A manual with guidelines for the establishment of sound methods for the preparation and execution of their budgets, including software applications for budget monitoring and costing of the criminal investigation procedures.

F. Training

  • Legal training for prosecutors for the management of investigation procedure according to the new Criminal Procedures Code, in co-operation with the Centres for Judicial and Prosecutorial training,
  • Training of the Chief Prosecutors and key administrative staff on office management and financial management,
  • Pilot testing of software applications in selected Pos
