Description of Project:

The global objective of the assignment is to assist establish the first Credit Guarantee Fund (CGF) and implement the business regulatory reform in Montenegro.

The specific objectives with regard to establishment of the Credit guarantee fund are:

• Assist in the preparation of the documentation for the licensing of the CGF

• Liaise with relevant stakeholders to facilitate the mobilization of funds for the initial capitalization of the CGF
• Provide advisory support and assistance in the start up phase of the CGF
• Prepare terms of reference for a follow on long term technical assistance to the CGF
• Undertake a financial audit of the counterpart funds to establish a financial situation, in view of entering relevant values into the final EAR accounts for 2007.

• Provide guidance to the Government business regulatory reform council in the implementation of the agreed Action plan for elimination of business barriers
• Prepare the Terms of reference for the 2008 IPA technical assistance project aimed at improving business environment

Services Provided:

• Assist in the Preparation of the Documentation for the Licensing of the CGF.
