Description of Project:
|
The global objective is to contribute to the improvement of the efficiency of the EC-funded assistance, by identifying the necessary conditions, in the trade-related sectors in Ukraine, allowing for an intensified recourse by EC to sector-wide approaches and possibly budget support mechanisms, and by making recommendations to the Government of Ukraine as to how to fulfil the said conditions.
The specific objectives of this contract are

to provide a documented review, based on available information, on the current performance of the trade facilitation policy measures in Ukraine agreed in the Ukraine European Neighbourhood Policy Action Plan and in the preliminary agreement between the Commission and the Ukrainian government on Conformity assessment and acceptance of industrial products (ACAA), as well as, on the medium term, on the realistic perspectives of improvement of these systems through the design, execution and monitoring of reforms that are or will be gradually implemented by the government and
- to draw up, as appropriate, recommendations for an EC-funded programme to support those reforms.
In order to reach this objectives, the following fields will be covered:
1. Key trade-related areas: trade-related legislation, quality infrastructure (standardisation, market surveillance, conformity assessment, metrology and accreditation) and conformity assessment procedures, border crossing procedures, free trade areas, trade promotion institutions.
2. Public financial management, covering at least the following issues - budget preparation and formulation, budget execution, public procurement, internal and external control and audit.

Services Provided:
|
- Review of the trade facilitation situation and recommendation for a possible EC-funded programme to support reforms and improvements in Trade Facilitation.
- Assessment of the trade facilitation situation in Ukraine in the following areas: Legal framework, Reform concepts and advancement of their implementation, Institutional framework (particularly in the area of quality assurance), Trade promotion structures, Revenues, Budget allocation and execution, Public procurement in the sector, Personnel expenditure, Performance monitoring, Internal control and internal audit, Accountability and reporting, External scrutiny and audit, Organisation and capacity for reform.
- Review of the main analyses recently carried out on the performance of trade support structures and measures;
- Review of the adequacy of government-agreed reforms, including ones in removal of export and import restrictions, removal of technical barriers to trade, quality assurance of industrial goods, gradual liberalisation of trade in steel products and gradual removal of export duties on ferrous scrap, tariffs and border-crossing procedures, separating clearly ongoing reforms from planned reforms;
- Review of actual (verifiable) results of reforms achieved so far.
