Description of Project:

The main objective of this study is to assess the effectiveness of existing special economic zones (FEZs) and priority development areas (PDAs) in Ukraine. More specifically the study analyses the FEZs and PDAs overall activities, undertakes an assessment of the existing system of indicators for their performance and provides recommendations for a new indicators' system for monitoring purposes. Against this context, the ultimate aim of the study is to assist the Ukrainian Government to take weighed decisions concerning the further development of zones.

• Analysis of the salient features of the establishment, functioning and monitoring of the FEZs and PDAs in Ukraine.
• Review of international and European experience on FEZs and relevant monitoring systems.
• Assessment of the Ukrainian FEZs and PDAs effectiveness based on the existing system of indicators.
• Improvement proposals for a new indicators system for monitoring purposes.
